Water & Wastewater Preconstruction Leader — Houston, TX Harris & Co are retained by a high-growth regional general contractor to identify a Preconstruction Leader who will own their entry and expansion into the Water Treatment Plant market. The business has built a strong foundation across water and wastewater infrastructure. The next phase is deliberate; winning and delivering WTP work at scale. This role exists to make that happen. The Role Reporting directly to the CEO, you will lead all preconstruction activity for water and wastewater treatment plant pursuits; estimating, bid strategy, client relationships, and go-to-market positioning. You will be the technical and commercial authority that gives the business credibility with municipalities, MUDs, and engineering firms from day one. This is a builder's role. You will be expected to generate pipeline, not just respond to it. The Person Proven estimating and preconstruction background on water or wastewater treatment plant projects Strong existing relationships with Houston-area municipalities, regional water authorities, and design engineers Comfortable operating as a senior individual contributor while building a team beneath you Commercially sharp; understands how to price, position, and win work in a competitive public market Why This The platform is real, the growth trajectory is strong, and the CEO has direct appetite for this market.
