East Bay Community Action Program
Emergency Service Clinician
When someone is in crisis, every moment matters. EBCAP is seeking an experienced Emergency Service Clinician to deliver immediate, life-changing behavioral health interventions to individuals and families experiencing acute mental health crises. This position is at the frontline of our behavioral health system, ensuring rapid response, clinical excellence, and seamless coordination of care when people need it most. You'll provide crisis intervention across office-based and community settings, conducting risk assessments, stabilization services, and same-day access intakes. This role combines the intensity of emergency response with the clinical depth of diagnostic assessment and short-term therapeutic engagement, all while supporting continuity of care across EBCAP's integrated behavioral health services.
Key Responsibilities
Crisis Response & Clinical Intervention
- Conduct in-person and community-based risk assessments, stabilization, and counseling for individuals and families experiencing acute behavioral health crises
- Deliver individual, family, and group therapy services that address immediate clinical needs while supporting stabilization and safety planning
- Provide integrated emergency behavioral health services, including crisis stabilization, opioid triage, harm reduction, and outreach
- Determine the need for higher levels of care, including hospitalization, by applying clinical judgment, regulatory standards, and risk mitigation protocols
Assessment & Care Coordination
- Conduct diagnostic assessments and same-day access intakes across behavioral health sites to determine level of care, treatment needs, and referral pathways
- Triage crisis calls and referrals from individuals, families, law enforcement, schools, and community agencies to ensure timely face-to-face clinical response
- Participate in multidisciplinary team communication, consultation, and case review to support clinical decision-making and quality outcomes
- Coordinate care delivery to ensure seamless transitions and service continuity across EBCAP's behavioral health system
Clinical Excellence & Compliance
- Complete clinical documentation accurately and within established timelines in accordance with EBCAP standards
- Maintain compliance with state, federal, licensing, and accreditation standards, including Rhode Island Department of Health requirements
- Engage in supervision and quality assurance processes by communicating significant clinical information during scheduled and ad hoc supervision sessions
- Contribute to continuous quality improvement initiatives through program evaluation and service enhancement activities
Community Engagement
- Represent EBCAP at community education, outreach, and awareness events to strengthen partnerships and promote access to emergency behavioral health services
- Participate in organizational committees, workgroups, and cross-program initiatives to support agency-wide objectives
Qualifications
Required:
- Licensure: Licensed for independent clinical practice in Rhode Island (LICSW, LMHC, PhD, or equivalent) as defined by the Rhode Island Department of Health
- Experience: 3–7 years of post-graduate clinical experience providing crisis intervention and emergency behavioral health services
- Clinical Skills: Demonstrated ability to conduct risk assessments, crisis stabilization, and short-term therapeutic interventions
- Transportation: Valid driver's license and active automobile insurance for required community-based travel
Core Competencies:
- Clinical Judgment: Sound decision-making under high-pressure and time-sensitive conditions
- Communication: Clear and effective engagement with clients, families, multidisciplinary teams, and community partners
- Trauma-Informed Care: Application of trauma-informed and person-centered approaches to crisis intervention
- Accountability: Responsibility for clinical outcomes, documentation accuracy, and regulatory compliance
- Collaboration: Effective coordination across programs to ensure service continuity
Preferred:
- Qualified Mental Health Professional (QMHP)
- Experience providing emergency services in community-based or integrated behavioral health settings
- Familiarity with crisis response systems, law enforcement collaboration, and hospital diversion models
Who Thrives in This Role
The ideal candidate is a clinician who:
- Remains calm and focused when responding to high-acuity crisis situations

- Values community-based intervention and is comfortable working outside traditional office settings
- Sees crisis moments as opportunities for meaningful intervention and connection
- Collaborates naturally with law enforcement, hospitals, schools, and community partners
- Balances regulatory compliance with compassionate, person-centered care
- Finds purpose in being the first clinical contact for people in their most vulnerable moments
