Summary Organizational Location: This position is within U.S. Customs and Border Protection, Office of Facilities and Asset Management, Mission Support Facilities Division. 1 vacancy at each of the following locations: Aliso Viejo, CA; Euless, TX; Indianapolis, IN; Washington, DC. Additional selections may be made for other divisions or units within the duty locations listed above. Salary: $106,437.00 (GS‑13, Step 1) to $138,370.00 (GS‑13, Step 10). Locality pay tables and special pay rate information are available on the DHS website. Duties This position manages a program segment that performs professional, technical, or administrative work. Responsibilities include administrative activities related to programming, financial management, budget planning, project control, logistics management, purchasing, personnel and performance management, and execution of MSF’s organizational strategies. The incumbent maintains contact and liaison with appropriate persons to stay aware of policies, regulations, and technological changes, assists in initial planning, funding, and scope development stages, ensures implementation of program goals by organization(s) and operating units, and provides guidance in developing sound organizational structures and improving management methods. Requirements You must be a U.S. Citizen. Males born after 12/31/1959 must be registered with Selective Service. Primarily U.S. residency for at least three of the last five years. Qualifications GS‑13: You qualify for the GS‑13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing administrative program leadership, including planning, organizing, coordinating, controlling, and evaluating assigned activities. Managing program activities related to programming, financial management, budget planning, project control, logistics management, purchasing, and the execution of organizational strategies impacting plans, milestones, and processes. Providing oversight for personnel management, performance management, reviewing staffing, job opportunity announcements, hiring actions, and succession planning. Ensuring programs and processes are covered by internal controls, preventing fraud, waste, and misuse of resources. Identifying and resolving unique issues where no policy exists, taking innovative actions, and providing guidance in the interpretation and application of directives and policy statements with inter‑program segment impact. Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills that translate directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
