The HT Analyst provides the division with advanced senior-level organizational, operational, program policy, procedural, data and legislative analysis to support the expansion of human trafficking initiatives (intra-agency, inter-agency, and cross program) statewide for the various populations served by DFPS. Through research, review, and evaluation, this position develops solutions to organizational issues and concerns, develops organizational change strategies and plans, reports, technical documents and/or training as it relates to HT initiatives. Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines. Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated. The HT Analyst routinely facilitates cross-functional teams/workgroups (internal and external) for successful human trafficking prevention and intervention program/policy and legislation design, implementation and evaluation. Evaluates HT industry developments and makes recommendations for possible agency application. Performs advanced (senior-level) professional organizational and policy analysis work conducting organizational studies and evaluations, analyzing systems and procedures, conducting simplification studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May serve as a team lead.
