GENERAL PURPOSE
Performs a variety of entry-level technical and working level complex library duties as needed to expedite the delivery of public library services. Functional assignments may occur within any division, including fiction/fine arts, children/young adult, adult, non-fiction, circulation, periodicals or technical services processing, acquisitions or cataloging.

Works under the general supervision of the Head Librarian, Library Services Supervisor or Library Services Assistant Director
SUPERVISION EXERCISED
May provide close supervision to part-time, seasonal, temporary, new hires or volunteer library staff while in training or on a project-by-project basis.
ESSENTIAL FUNCTION
Participates in collection development activities and acquisition processes, may be assigned the lead on special; performs training for new staff members; may provide general training to public groups and organizations in explaining library programs and services.
Performs routine public service functions related to reference; receives and responds to detailed reference questions; utilizes all reference avenues of the library in searching and locating information and selection materials; recommends materials to patrons; initiates actions such as placing holds, calling on loans, etc.; provide simple training to patrons in use of computer to locate collection materials via internet, etc.; will monitor e-mail addresses to check for memos, directives and information.
May assist with acquisitions; follows established procedures for the ordering of materials; downloads records form OCLC or makes direct contact with vendors; receives orders; posts changes in status of materials.
Performs technical service duties related to cataloging; identifies book categories; creates call numbers and fiction cutter numbers; edits bibliographic records, creates labels; searches database (OCLC) for records not already found in the system. Advanced level cataloging may be required such as original cataloging, audio/visual cataloging, evaluating catalog records, evaluating and assigning subject heading and appropriate Dewey decimal classification.
Assists with collection processing functions; processes paper back and hardback books; processes audio visual materials, CD’s, videos, slides, pictures, posters, DVD’s etc.; prepares book jacket coverings; date stamps; assures proper labeling of collection items; assigns bar-codes, verifies bibliography records; mends materials as needed, makes recommendations to mend, bind or discard; processes library bindery orders, monitors status of orders, receives bindery deliveries and verifies shipments, matches delivery slips with invoices and performs quality checks; handles rush orders to meet 24 hr. turn-around objectives; laminates posters, signs, etc.
Receives special assignments related to on-going monitoring of an assigned collection or special function (i.e., interlibrary loan, state publications); performs general collection upkeep and maintenance; repairs damaged materials, discovers and replaces missing items; may in-process new materials (i.e., periodicals/newspapers), assure proper labeling and completes computer documentation verifying collection status; evaluation and selection of books, videos and other materials donated to the library with decision making authority based on quality, timeliness, and the usefulness to the collection. Ongoing evaluation and weeding of the collection with decision making based on established library criteria such as CREW guidelines, etc.
Performs regular upkeep on library equipment and machines, i.e., photocopiers, microfilm readers, computers; assures proper supply of paper, replaces toner, removes paper jams, etc.; provides general instructions to patrons in equipment operations; sends and receives fax communications.
Performs complete circulation support duties; checks books and materials in and out, assures proper sensitizing or desensitizing of coded information; verifies proper bar-codes, checks for damaged materials; performs DVD-CD audio repair; retrieves book-drop materials; operates computer to enter and update patron records; identifies patron status in relation to obligations, i.e., fines, and communicates the same to patrons; follows established guidelines in allowing waiver of fines; issues library cards; operates computer to delete items from the collections. Works closely with the library’s ILL department to deliver interlibrary services to patrons.
Provide ongoing management of public computer access including assisting patrons with computer, printing and storage drive usage (including various computer programs, websites, functions, etc.), troubleshoot problems at all levels, enforcement of library policy and procedures and liaison with Town IT staff when appropriate.
Provides administrative assistance to monitor the budget and track expenditures; analyzes approved budget and actual expenses to help forecast budgetary needs; monitors budget status for various accounts, i.e., operating, capital improvement projects, donations and grants; posts budget adjustments as required; monitors budget status and prepares departmental budget reports and assists with annual budget preparations; complete budget development as assigned; prepares travel documents for the department; reconciles monthly statements with receipts.
Operates personal computer using various program applications, i.e., MS Word, Excel, Publisher, Outlook, etc.; creates and maintains databases for various programs, customers and services; compiles monthly reports; tracks and schedules all facility usage; maintains and updates the library website and other communication methods and media; creates brochures, flyers and forms for special events and informational purposes.
Manages and maintains a complete bookkeeping system for the department; utilizes check and balance system to monitor and verify accuracy of account totals and available financial resources; procures items as requested and monitors receipt of goods to assure proper deliveries; prepares daily purchase requisitions and vouchers and assures payables are posted to the proper account and line item; receives and codes invoices for payment, encumbers accounts to identify obligated funds, submits invoices to Finance and monitors fiscal reports to verify accuracy with department records; files vouchers, requisitions, purchase orders, invoices, etc. so they can be easily accessed by management; monitors various accounts payable and receivables; prepares invoicing; works with the Grants Administrator in monitoring grants for the department; may assist in the preparation of product or equipment bid specifications; assists in the preparation and tracking of department contracts.
Monitors and maintains department inventory and directs or performs general fixed asset management program; tracks status of inventory, i.e., location, transfer, auctioned; prepares departmental inventory reports for submittal to Finance Department and accounts for inventory; maintains records for department and makes recommendations for disposal.
Performs a full range of secretarial duties as needed to provide excellent first line customer service and clerical support to supervisory staff; provides front-line telephone and face-to-face customer services; monitors and addresses email and voicemail messages promptly and professionally including problem solving, general directions, information and coordinating facility use for events; transcribes dictation/notes from Advisory Board and/or department meetings into minutes, documents, letters, reports, memos, or other general correspondence; maintains, records and documents various programs and activity files (paper and electronic); prepares internal department meeting agenda; composes and prepares written correspondence, statistical reports, memoranda.
Assists with the planning, coordination and presentation of various exhibits and events such as story time, craft time, bulletin boards and other specialized activities for children and youth, summer reading, weekly programs, special events & Friends of the Taos Public Library events.
Monitors and maintains daily time clock reports; reviews employee time cards, calculates hours worked and overtime; submits to personnel for processing.
Performs other duties as assigned; including but not limited to running errands, delivering items to other Town locations and collaborating with other Town Departments.
MINIMUM QUALIFICATIONS
Education and Experience: Graduation from high school, or GED, AND One (1) year
of experience performing above or related duties; OR An equivalent combination of
education and experience.
Knowledge, Skills, and Abilities :
Working knowledge of library reference, circulation, cataloging and classification methods, practices and procedures; Dewey Decimal System; various areas of specialization of material related to different patron groups; reader interest levels; personal computer operations and various software applications, i.e., Word, Excel, Publisher, Explorer, Firefox, and Chrome; interpersonal communication skills; grammar, spelling and punctuation; filing systems related to alphabetical and numeric paper and electronic files; and telephone etiquette.
Some knowledge of various specialty routines, methods, processes and procedures related to circulation, periodicals, administrative procedures, legal processes associated with the maintenance of public records and documents and technical services; various types of inter-related equipment, specifications and compatibility; specialized library system elements, i.e., OPAC, MARC records, subject headings, authority records, Boolean searching, etc.; parliamentary procedures to include Roberts Rules of Order; interpersonal communication skills; bookkeeping and basic accounting.
Skill in use of telephone, typewriter, computer, printer, cash register, paper folding machine, credit card machine, sound system, ten-key calculator, fax and copy machines, postage machine, transcriber, label machine, adding machine, and binding machine.
Ability to perform general clerical functions quickly and accurately; understand and follow written and oral instructions; work independently in carrying out work assignments; exercise initiative; act resourcefully under varying conditions; adhere to a prescribed routine; operate various office machines and equipment; establish and maintain effective working relationship with fellow employees and patrons of all ages; communicate effectively verbally and in writing; perform general bookkeeping; establish and maintain comprehensive records and files; deal effectively with moderate stress levels caused by constant interaction with the public, workload and time deadlines.
Special Qualifications :
A state of New Mexico Librarian certification I or II or a BA in a related field preferred.
Work Environment
Incumbent of the position performs in a typical indoor setting with appropriate climate controls. Tasks require variety of physical activities involving muscular strain, such as walking, standing, stooping, sitting, reaching, climbing and lifting. Must be able to lift, move, push and/or pull up to twenty-five (25) pounds. Talking, hearing and seeing necessary to the performance essential functions. Common eye, hand, finger, leg and foot dexterity required to perform some essential functions. Mental application required to remember details, follow instructions, maintain emotional stability, patience and critical thinking.
