Job Description:

Under administrative direction, the Hwy District Operations & Maintenance Manager (DOMM) manages the highway maintenance programs and employees within the District 1 region of the Nebraska Department of Transportation (NDOT). Directs and participates in the development and implementation of the district’s operations plans, policies, and processes, including property and fleet management. Oversees local emergency responses and safety and homeland security operations for state and federal highway systems within Nebraska. Performs other work as assigned.

Pay range for this position is $41.117 per hour to $58.741 per hour. The pay rate is commensurate upon education and/or experience within fiscal constraints, if approved.

Job Duties:

• Develop, implement, and direct the annual and long-range maintenance program for the district, and optimize the allocation of resources.

• Inspect and assess pavements, structures, and appurtenances to determine needs, and evaluate work performed.

• Plan, direct, and coordinate winter and emergency operations with other districts, adjacent states, and other agencies.

• Utilize information available from weather services and other sources to optimize the district’s efforts to achieve the highest level of service possible for the highway traveler during inclement winter weather conditions.

• Manage district operations and homeland security efforts for the district.

• Promote and utilize traffic incident management techniques and teams to protect responders, improve incident clearance times, assist travelers through the incident, reduce secondary crashes, and educate the public.

• Develop and manage capital facilities program.

• Serve as the district’s representative on various committees and teams.

• Interpret and apply provisions of labor contracts, personnel rules, and agency policies.

• Assess work performance and determine/recommend appropriate personnel actions, such as hiring, firing, disciplinary actions, etc.

• Determine training needs and implement training as needed.

• Formulate and monitor the district maintenance budget and assist in the preparation of the district budget.

• Monitor and approve expenditures.

• Prepare correspondence, news releases, reports, etc., and respond to inquiries from the public, media, divisions, and others.

• Speak at public meetings and with the media.

• Oversee the procurement of equipment, materials, and services, and work with divisions, contractors, and vendors to facilitate procurement processes.

• Draft specifications, plans, contracts, etc.

• Coordinate work and staffing with district construction section.

• Assure compliance with environmental regulations and commitments on maintenance activities.

• Perform other duties as assigned.

Requirements/Qualifications

Minimum Qualifications: Ten or more years of experience in highway maintenance or construction and experience in managing highway maintenance or construction operations and employees.

Preferred Qualifications: A minimum of four years of previous management experience, including providing direction, analyzing, and reviewing the work of supervisors and staff, and applying policies, procedures, and standards. Working knowledge of NDOT policies and procedures. Experience reading and interpreting engineering plans and specifications. Experience with word processing, spreadsheets, and databases. Experience administering contracts and negotiating with contractors/vendors.

Other: Must have a valid driver’s license. Must be able to report to work outside of scheduled work hours for emergencies. Regular and reliable attendance is required.

Knowledge, Skills, and Abilities:

Demonstrated leadership skills. The ability to lead change and to build coalitions and a cohesive team. Excellent communication skills, both oral and written. Strong performance management and coaching skills, including the ability to motivate, influence, and mentor teammates, and treat all teammates, stakeholders, and the traveling public respectfully and courteously. Skilled in leading projects involving intra-organizational teams. Strong strategic thinking skills. Must be able to communicate effectively with top management, various state, federal, and local officials, news media, trade associations, legislature, executive branch, and congressional representatives and staff. Knowledge of state and federal laws, regulations, policies, and procedures relative to assigned district. Knowledge of agency budgetary and fiscal policies, procedures, and practices. Skill in management principles, techniques, and methods, such as personnel and organizational management, budgeting, and employee supervision pertinent to investigating and resolving problems and issues impacting district operations. Skill in developing or revising policies and standards to carry out work objectives more efficiently, safely, and cost-effectively, and establishing
district goals to utilize available resources. Ability to: Meet NDOT agency and district goals; comply with State and federal regulations; express ideas, concepts, regulations, practices and procedures to present, persuade, negotiate, and defend positions.
