As a Program Manager II at SNC, you will oversee the integration and management of multiple complex projects and major systems, ensuring successful customer relationships, cost control, scheduling, and technical execution. Managing programs with budgets of $20M or more, you will supervise project staff, handle high-risk cost and schedule considerations, and lead proposal tasks from initial customer interaction through contract award. The ISR (Intelligence, Surveillance & Reconnaissance), Aviation, and Security (IAS) business area is a leader in ISR and aviation, it is a leading prime manned and unmanned aircraft systems integrator for innovative, high-performance ISR and aviation systems. Its end-to-end C4ISR capabilities encompass design, integration, test, certification, ground/flight training and complete logistics support. Responsibilities Oversee total Program Integration Management for multiple complex projects and major systems, focusing on customer relationships, cost, schedule, and technical planning. Track and report on project status, technical execution, and overall program performance. Manage high‑risk programs with budgets of $20M or greater, involving high customer interaction. Supervise program and project staff to ensure successful project outcomes. Lead proposal tasks from first customer interaction, defining requirements, creating basis of estimates, negotiating, and securing contract awards. Participate in business resource planning and tracking in coordination with other corporate entities. Formulate and lead a team to fulfill program requirements. Identify, track, and resolve program issues and problems. Manage program risks by identifying, mitigating, tracking, and managing them. Conduct routine meetings and interface on project/program status. Develop proposals, conduct research and fact‑finding, coordinate audits, and negotiate with project/program stakeholders to ensure initiatives meet cost, budget, and schedule constraints. Support the Program Director and Business Operations in fulfilling their responsibilities for the Business Area. Qualifications (Required) Bachelor’s degree in Business, Finance, Project Management, Management, Engineering or related field. 8+ years of progressive experience in project or program management. 3+ years leading medium‑scale projects spanning 1–2 years and teams of 5+ cross‑functional members. Relevant experience can substitute for the required educational qualifications (or 12 years of related experience if no degree). Experience with evaluation of requests for proposals and/or quotes. Experience with preparing, reviewing, and submitting proposals and/or quotes. Experience managing a complex project or larger program. Experience in team building, time management, conflict resolution, communication, briefing, presentation, strategic thinking, marketing, and literacy in the program management disciplines. Demonstrated financial acumen to ensure decisions are fiscally sound and responsible. Ability to execute coordination of all elements of a program (Program integration management, task coordination, resource development, stakeholder identification, etc.). Capability to manage program lifecycle conflicts, prioritize competing priorities/requests, and evaluate available resources. Ability to identify, assess and control financial, technical, and legal risks. Proficient leadership abilities inclusive of successful change management, mentoring, career development, training, succession planning, holding people accountable, and conducting yearly reviews. Ability to manage complex situations, delegate authority, lead and inspire your team, drive innovative thinking, instill collaboration, drive for success, challenge status quo, and adapt to dynamic situations. Ability to obtain and maintain a US Secret Security Clearance. Preferred Qualifications Project Management Professional (PMP) Certification. Advanced degree in Business, Management, Engineering or related field. Understanding of FAR and DFARS. Working knowledge of PMBOK. Experience managing projects using CMMI, agile and/or spiral development models. Experience managing projects requiring Earned Value Management. Experience with application tools and data architectures. Ability to reinforce the usage and application of Corporate PM tools. Ability to participate in PM process & tool improvement initiatives for the Business Area. Ability to keep program management informed of function & process changes within project controls. Ability to enhance program management expertise in the staff. Ability to establish new & refine existing templates, tools, and guidelines for program documentation & execution. Experience with ensuring compliance with approved Corporate and ISO 9001:2000 Policies and Processes. Essential Functions Ability to work in an office or hybrid environment. Frequent use of a computer and standard office equipment. Must communicate effectively with team members and stakeholders. Occasional travel may be required to support project needs and team collaboration. Salary & Benefits Estimated starting salary range: $143,487.14 – $197,294.82. Compensation varies depending on a range of factors.
