The Land Development Project Manager leads community association planning, establishment, administration, governance, financial coordination, and turnover from acquisition through community closeout. The role serves as the primary liaison among HOA management companies, association boards, Legal, Land Development, Sales & Marketing, Finance, external counsel, consultants, contractors, and jurisdictional agencies. Secondary responsibilities focus on land development activities that directly affect HOA readiness, including community start-up, common-area and amenity coordination, document recording, bond and surety administration, inspections, compliance, and the orderly transition of community assets and obligations.
Your Key Responsibilities Include:
- HOA Establishment, Governance, and Compliance
- Oversee the establishment of each homeowners association and coordinate required formation activities, registrations, initial governance, and compliance documentation.
- Partner with the Legal Team and outside counsel to prepare, review, record, maintain, and amend Covenants, Conditions, and Restrictions (CC&Rs), bylaws, design guidelines, rules and regulations, easements, disclosures, and other HOA governing or legal documents.
- Prepare HOA abstracts after execution of a letter of intent, distribute them to appropriate teams, and maintain current information through community closeout or termination of the transaction.
- Prepare and maintain community addenda and HOA disclosures, as applicable, and coordinate legal review and distribution for operational use.
- Ensure all applicable properties are properly submitted to the association and advise internal stakeholders when amendments to governing documents may be needed.
- Coordinate association board formation, developer-controlled board administration, board transitions, and final turnover to homeowner control in accordance with governing documents and applicable requirements.
- HOA Operations and Management Company Oversight
- Select, contract with, onboard, and supervise third-party HOA management companies for developer-controlled communities and maintain productive working relationships with management companies for existing associations.
- Serve as the principal internal point of coordination for HOA matters, aligning management companies, board leadership, the Legal Team, Land Development, Sales & Marketing, Finance, and other business partners.
- Attend HOA board meetings, owner meetings, and community events when required; track decisions, commitments, follow-up items, and records.
- Manage Architectural Control Committee requests and coordinate communication between the management company and the board president for developer-controlled associations.
- Monitor HOA operational issues, owner or resident concerns, and governance matters; communicate complex issues clearly and support timely, professional resolution.
- Maintain organized and complete electronic files for each association, including governing documents, contracts, meeting records, financial records, correspondence, and turnover materials.
- HOA Financial Administration and Tracking
- Review, organize, and maintain HOA financial documents; coordinate budgets, funding needs, assessment obligations, and supporting records with management companies and internal stakeholders.
- Process HOA assessment invoices and prepare related check requests, cashier's check requests, wire requests, and vendor setup documentation in accordance with company procedures.
- Maintain accurate HOA Abstract and HOA Assessment trackers and community folders, and communicate material updates to the Sales and Land Development teams.
- Identify outstanding financial, documentary, governance, or operational items that could affect community start-up, sales, turnover, or closeout, and coordinate resolution with the responsible parties.
- Community Start-Up, Turnover, and Closeout
- Lead the HOA aspects of community start-up and turnover, coordinating the transition from acquisition and land development into active sales, construction, and association operations.
- Develop and maintain community-specific start-up and turnover checklists covering governing documents, management agreements, banking and financial records, vendor contracts, insurance, common-area assets, warranties, maintenance obligations, owner communications, and board records.
- Coordinate HOA due diligence for potential acquisitions and identify association obligations, operating constraints, funding requirements, document gaps, and transition risks for internal review.
- Developer-to-homeowner board turnover and community closeout, ensuring required documents, funds, records, contracts, assets, and open action items are transferred and documented.
- Land Development Activities Supporting HOA Management
- Coordinate with Land Development leadership, consultants, contractors, field personnel, Sales, and Construction on land development work that relates to the budgeting, bidding, installation and maintenance of common areas, amenities, landscaping, monumentation, access, maintenance, and community turnover.
- Incorporate HOA-related milestones and deliverables into project schedules and budgets, monitor progress, and escalate issues that may affect association start-up, sales commitments, maintenance responsibility, or turnover timing.
- Review construction documents, surveys, plats, technical reports, easements, maintenance maps, and community plans to understand and document HOA ownership, maintenance, access, and cost responsibilities.
- Coordinate delivery, inspection, acceptance, warranty documentation, and turnover of HOA-owned or HOA-maintained improvements, including amenities and common-area infrastructure, with contractors, consultants, municipalities, utility providers, and management companies.
- Conduct periodic field reviews of HOA-related improvements and maintain clear records of progress, deficiencies, corrective actions, warranties, and final acceptance.
- Support compliance with applicable regulatory, safety, environmental, traffic-control, dust-control, and stormwater requirements for HOA-related land development activities.
- Facilitate bond and surety administration by collecting information and signatures, coordinating issuance and execution, maintaining complete files, distributing periodic reports, updating the surety platform, and routing originals to the designated Land Development representative.
- Coordinate the recording of HOA-related easements and legal documents and obtain required corporate signatures.
This role works closely with Legal, Land Development, Land Acquisition, Sales & Marketing, Construction, Finance, Accounts Payable, HOA management companies, association boards, outside counsel, consultants, contractors, municipalities, utility providers, and other jurisdictional agencies.
Perform other duties as needed or assigned. Responsibilities may evolve based on community needs, business priorities, and the stage of development or HOA transition.
What You Have:
- Working knowledge of HOA formation, governance, developer-controlled associations, board transitions, governing documents, assessment administration, management company oversight, and community closeout.
- Working knowledge of residential land development processes and the relationship between plats, easements, construction, common-area improvements, amenities, maintenance responsibilities, and HOA operations.
- Ability to read and interpret governing documents, contracts, construction documents, surveys, plats, technical reports, budgets, schedules, and financial records.
- Exceptional organization, document control, follow-through, and attention to detail across multiple communities and deadlines.
- Strong written, verbal, public-speaking, customer-service, problem-solving, and conflict-resolution skills.
- Ability to explain legal, financial, governance, and construction-related issues clearly to internal teams, board members, management companies, vendors, contractors, agencies, and homeowners.
- Sound judgment and the ability to work independently, prioritize competing demands, escalate material risks, and collaborate effectively with cross-functional teams.
- Professionalism, integrity, tact, and the ability to navigate difficult conversations and influence outcomes constructively.
- Intermediate proficiency in Microsoft Word, Excel, Outlook, and Project; ability to maintain accurate trackers, schedules, budgets, and electronic records.
Your Education and Experience:
- Bachelor's degree in real estate, business, construction management, land development, planning, or a related field preferred; an equivalent combination of education and relevant experience may be considered.
- Minimum of 3 years of experience in community association management, residential real estate development, land development, entitlement or permit processing, final platting, project management, or a closely related field.
- Experience working with HOA management companies, governing documents, board administration, community turnover, and residential development teams preferred.
- Experience coordinating consultants, contractors, attorneys, municipalities, utility providers, and other external partners preferred.
- OSHA 10 or OSHA 30 Construction qualification is preferred when field responsibilities require regular construction-site access.
Compensation:
