Cyber Program Manager, Lead

Job Title Cyber Program Manager Lead Location Plano, TX Visa Sponsorship Position does not provide sponsorship for work authorization. Summary Lead cyber security program management, developing portfolio roadmap, managing budget, resources, risk, and vendor relationships for Toyota Financial Services and affiliated global companies. Responsibilities Develop and maintain portfolio roadmap in partnership with cybersecurity executives and stakeholders. Prioritize value streams and ensure alignment with organizational priorities. Oversee project delivery within budget, headcount, and scope; mentor teams on agile practices. Serve as escalation point for cross‑functional dependencies, risks, and issues; enforce governance. Improve processes, identify solutions to inefficiencies, and drive adoption. Manage fiscal investment, investment funding processes, and reporting for the portfolio. Lead executive portfolio performance reporting and status updates. Oversee vendor selection, RFP/RFQ/SOW, and contract activities. Collaborate with Infosec and external leaders for vendor optimization. Qualifications Minimum 7 years of progressive experience in IT or information security, including SaaS program delivery. Experience in finance/budget management, creating and tracking budgets in Excel. Hands‑on agile or Kanban project leadership; experience leading scrum ceremonies. Ability to develop strategic technology roadmaps and orchestrate cross‑functional delivery. Track record building and sustaining high‑performing teams with budgets and resources. Experience delivering large complex programs, owning vision, securing commitments, and unblocking teams. Skill translating complex security concepts to non‑technical management. Proficiency with MS Office (PowerPoint, Excel, Word) for analysis and executive presentations. Bachelor’s degree or equivalent work experience.
