Job Overview In the Health Facilities and Emergency Medical Services Division (HFEMSD), you will oversee and enforce federal and state statutes and regulations applicable to a wide range of healthcare facilities and services in Colorado. Your work contributes to the protection of patient safety and the provision of public information about health care facilities. Key Responsibilities On an unannounced basis, independently or as part of an interdisciplinary team, determine whether a health care entity is operating in compliance with applicable statutes and regulations. Assess and evaluate health care facility quality of care, services, and treatment of residents/patients through observations, record reviews, and interviews with residents/patients, family members, staff, and outside agencies. Collect and document evidence and survey results to analyze whether the facility is out of compliance with federal and state requirements. Conduct pre‑survey preparation activities, including selecting residents for inclusion in the survey sample. Assign work to survey team members before and during the course of the survey. Facilitate meetings between survey team members and between surveyors and facility staff. Ensure survey work is completed by necessary deadlines. Attend meetings, serve on task forces or teams, complete projects, and perform other duties as assigned by the supervisor. Minimum Qualifications Six (6) years of related experience in a health care setting regulated by the HFEMSD. OR a combination of related education in Nursing, Public Health, Social Work, or a closely related field, and/or relevant health care experience equal to six (6) years. Preferred Qualifications Relevant experience with the State of Colorado. Experience evaluating the quality of care, services, and outcomes through observation, record review, and interviews. Experience analyzing evidence and survey findings to determine compliance with state and federal health regulations. Skilled in writing clear, concise, legally defensible statements of deficiencies. Strong critical thinking and problem‑solving abilities, with sound judgment and attention to detail. Excellent communication, professionalism, and conflict‑management skills. Demonstrated integrity, accountability, and commitment to public service. Ability to manage competing priorities while working independently or collaboratively within an interdisciplinary team. Conditions of Employment A pre‑employment background check will be conducted. Critical status: Must be available to report to work immediately during emergencies or the activation of the Continuity of Operations Plan. Travel: Up to 50% on average (up to 75% during peak times). Must be willing to work evenings, nights, weekends, or holidays as required by surveys or complaints. Physical demands: Lifting up to 40 lbs., standing or walking for extended periods, including flights of stairs. Proficient in word processing and current communication technology. Must be vaccinated against COVID‑19 and receive an annual influenza shot, or wear a mask on agency premises. Must be willing to perform annual fit testing for N‑95 masks and complete annual PPE training. Must successfully complete required surveyor training within the first six (6) months of service.
