Job Title Procurement Manager – Procurement Specialist 5 Location Fairbanks, Anchorage, or Juneau Salary Bi‑weekly: Anchorage $3,535.20, Fairbanks $3,641.60, Juneau $3,712.00 Responsibilities Lead construction‑related procurement activities including formal and informal procurements, Professional Services Agreements, term agreements, contract awards, and contract management. Oversee alternate procurement methods such as Construction Manager/General Contractor, Indefinite Delivery/Indefinite Quantity, Progressive Design‑Build, and Design‑Build ensuring compliance with state and federal requirements, department policies, and the State Procurement Code. Supervise procurement staff, support cross‑regional project teams, provide guidance on procurement strategy, and serve as a key resource for complex contracting questions, disputes, protests, and negotiations. Work closely with project teams and executive leadership to support consistent, timely, and well‑documented procurement actions for priority infrastructure projects. Qualifications Knowledge of various types of contracts, procurement techniques, and procedures for routine and non‑routine purchases. Decision‑making skills: sound, well‑informed, objective decisions; commitment to action. Influencing/Negotiating skills: ability to persuade, cooperate, and negotiate mutually acceptable solutions. Managing Human Resources: plan, coordinate, monitor work assignments; evaluate performance; ensure fair and equitable treatment. Technical Credibility: application of principles, procedures, regulations, and policies related to specialized expertise. Minimum education: combination of preparatory post‑secondary education and/or progressively responsible professional experience in business administration, logistics, supply chain management, project management, or related field.
