Sumter Local Government Consulting is pleased to be assisting Greeneville, TN, in conducting a recruitment for their next City Manager.

The Town of Greeneville is seeking an experienced, collaborative, and steady executive to serve as its next City Manager. Reporting directly to the Mayor and City Council, the City Manager serves as the Chief Administrative Officer of the Town and is responsible for leading all day-to-day municipal operations and helping guide the Town through continued growth and reinvestment in its historic Downtown.

The City Manager oversees the implementation of Council policies and strategic priorities while ensuring efficient, responsive, and transparent municipal service delivery across all departments and functions of Town government. Core responsibilities include organizational leadership, budget development and administration, financial oversight, personnel management, capital project coordination, operational planning, policy implementation, economic development and Downtown revitalization support, and intergovernmental relations including close coordination with the separately governed Greeneville Water Commission and Greeneville Energy Authority on infrastructure planning.

The position requires a leader capable of balancing strategic vision with operational execution. The next City Manager must effectively lead a recently restructured governing body, following the Town's 2023 Charter update, while maintaining strong communication and working relationships with elected officials, staff, residents, developers, business leaders, regional partners, and community stakeholders.

The ideal candidate will be a skilled communicator and consensus builder who can work effectively with the Mayor and Board of Aldermen, department heads, employees, and the broader community, while maintaining professionalism and organizational neutrality.

The successful candidate will bring humility, empathy, and sound judgment, along with the confidence to make difficult decisions and drive positive change. The Board is looking for a leader who is approachable and visible in the community, genuinely invested in the town's people and future, and capable of balancing day-to-day operational demands with long-term strategic vision.

Strong financial acumen, political awareness, and experience navigating the dynamics of an elected body are essential. The ideal candidate will be adept at building and mentoring a cohesive leadership team, fostering a culture of accountability and innovation, and representing the town effectively with regional partners, state agencies, and the public.

Salary

165,000 - 185,000
