Procurement Specialist

The Procurement Specialist supports the Procurement Manager in the planning, coordination, and administration of procurement activities across the organization. This position is responsible for facilitating the acquisition of goods and services, ensuring compliance with procurement policies and applicable regulations, managing vendor relationships, supporting contract administration, and promoting efficient purchasing practices. The Procurement Specialist analyzes procurement data, identifies cost-saving opportunities, assists with strategic sourcing initiatives, and serves as a resource to internal departments regarding procurement policies, procedures, and best practices. Assist in the development, implementation, and continuous improvement of procurement policies, procedures, and internal controls to ensure compliance with organizational requirements and industry best practices. Coordinate and administer procurement activities, including the solicitation, evaluation, negotiation, and purchase of goods and services in accordance with established procurement guidelines. Review purchase requisitions and procurement requests for accuracy, completeness, funding availability, and compliance with applicable policies and procedures. Conduct market research, vendor evaluations, and cost analyses to identify qualified suppliers and achieve best value purchasing outcomes. Prepare, review, and maintain procurement-related documentation, including solicitations, bids, proposals, quotations, purchase orders, contracts, amendments, and vendor records. Support field operations by coordinating and expediting the procurement of materials, equipment, supplies, and services required for project execution and daily operations. Collaborate with field personnel, vendors, and internal departments to ensure timely delivery, resolve purchasing issues, and minimize operational disruptions while maintaining compliance with procurement policies and budget requirements. Assist with contract administration activities, including monitoring vendor performance, tracking contract compliance, and coordinating contract renewals and amendments. Develop and maintain productive working relationships with suppliers, contractors, and internal stakeholders to support procurement objectives and resolve purchasing-related issues. Analyze procurement data and spending trends to identify opportunities for cost savings, process improvements, supplier consolidation, and operational efficiencies. Conduct policy and procedural analysis, develop recommendations for improvement, implement approved changes, and provide guidance to departments regarding procurement requirements. Prepare reports, dashboards, presentations, and procurement metrics for Finance leadership and executive management. Maintain vendor and procurement databases, including supplier onboarding, account maintenance, documentation tracking, and compliance records. Participate in the implementation, testing, enhancement, and ongoing optimization of procurement, financial, and logistics software systems. Assist in the development and delivery of procurement training programs, including training materials, user guides, and policy-related communications. Support audits, compliance reviews, and records management activities by ensuring procurement documentation is complete, accurate, and readily accessible. Monitor procurement activities to ensure adherence to budgetary guidelines, organizational objectives, and regulatory requirements. Perform other duties and special projects as assigned. The employee occasionally is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bending or standing on a stool as necessary. Required Education, Experience, Certification and Licenses: Bachelor's degree from an accredited college or university in Business Administration, Supply Chain Management, Procurement, Finance, Accounting, Public Administration, Industrial Management, Logistics, Economics, Contract Management, or a related field. Minimum of three (3) years of progressively responsible procurement, purchasing, sourcing, contract administration, or supply chain experience in a mid-sized or large organization. Experience administering procurement processes, evaluating supplier performance, and managing procurement documentation. Experience using Enterprise Resource Planning (ERP) or procurement management systems preferred.
