Psychiatrist (Salem/Wilsonville)Oregon State Penitentiary - Salem, OregonCoffee Creek Correctional Facility – Wilsonville, OregonOregon Department of CorrectionsThe Oregon Department of Corrections is hiring one Psychiatrist at the Oregon State Penitentiary (OSP) in Salem but may also require work at the Coffee Creek Correctional Facility in Wilsonville. This position requires on-site/in-person work, but a hybrid schedule may be possible. This recruitment will be used to establish a list of qualified applicants and could be used to fill future vacancies.About the Job – Your RoleOur psychiatrists are responsible for providing psychiatric assessment and psychotropic medication management services, as clinically indicated, to adults in Oregon Department of Corrections custody who suffer from mental illness. This includes coordination of care with QMHPs, nurse practitioners, and other physicians, as well as referral of patients to programs and services as appropriate. Treatment is to be provided in a manner consistent with accepted medical practices, Oregon Department of Corrections rules, federal and state laws, state medical licensing rules, and NCCHC guidelines. Psychiatrists operate under the clinical supervision of the Chief of Psychiatry and the administrative supervision of the institution Behavioral Health Services (BHS) manager. They practice within the guidelines of the Oregon Medical Board.AssessmentsPerforms psychiatric assessments through direct observation, interviews, review of prior records, laboratory and imaging results, and medical history. Gathers collateral information from prior and current providers, and consults with QMHPs and other prescribers, to clarify mental health diagnoses and acuity.Treatment ServicesProvides direct psychiatric services to an identified population of incarcerated persons who suffer from mental illness. Services include assessing the need for and prescribing appropriate psychotropic medication as well as management of side effects and other adverse reactions. Prescribes medications utilizing the ODOC formulary and seeks prior approval for the use of nonformulary medication. Orders and reviews appropriate laboratory and imaging studies. Schedules patient follow ups in a timely fashion and in accordance with established BHS policy.Operates as part of a multidisciplinary treatment team, seeking relevant input from team members in a proactive fashion. Seeks consultation from other prescribers and the Chief of Psychiatry as indicated.Provides consultation services to general medical providers, psychiatric nurse practitioners, and QMHPs.DocumentationCompletes clinical documentation in the medical record, in a timely manner using standard SOAP format. Ensures informed consent for all medications prescribed has been appropriately documented in the medical record. Responds to offender communication forms and grievances according to ODOC policies and procedures. Completes Provider Service Records as needed, in a timely and accurate manner, to chronicle diagnosis and level of functioning.Release PlanningHelps to ensure medication continuity is achieved by monitoring release dates for patients on their caseload, coordinating with medical services personnel, and providing timely prescriptions for release medications. Completes referrals to community providers as indicated.Other DutiesPrepares reports and testifies as an expert witness or witness of fact when appropriate. Refer patients as indicated for medical evaluation and/or treatment that is outside their scope of clinical practice. Maintain required levels of continuing medical education and documentation of same.This position is represented by American Federation of State, County, and Municipal Employees (AFSCME) Physicians. This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.Minimum QualificationsPsychiatrists shall hold a valid medical degree (M.D. or D.O.), have completed an approved psychiatric residency, be board-eligible or board-certified in general adult psychiatry, and be licensed to practice medicine without restrictions within the state of Oregon. Additionally, they shall maintain a valid individual federal DEA certification and an up-to-date CPR certification.A current unrestricted license to practice medicine issued by the Oregon Medical Board and a valid individual DEA certification.
