Data Enablement Operations Analyst - DataSF, Office of City Administrator

Permanent Exempt (PEX) : Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring. Project-based positions cannot be ongoing or exceed 36 months.

DataSF runs the City’s open data program and the Unified Data Platform (UDP), the shared space where departments build, manage, and use trusted data together. Our work supports citywide priorities such as permitting, street coordination, and public safety. We are a small team with a citywide mandate, and we are hiring for roles that will help the platform grow well and serve more departments.

Job Description

The Data Enablement Operations Analyst will be part of our data enablement practice, working closely with the Enablement Principal, who sets the strategy for how departments adopt and use the platform. This position will execute that strategy day-to-day. Much of this work happens inside partner departments: sitting with analysts, learning how their work actually functions, helping them get productive on the platform, and bringing learnings back to the team. Over time, we expect the Data Enablement Operations Analyst to automate repetitive workflows so routine tasks run independently and the team’s focus stays on supporting departments.

Examples of Important and Essential Duties: 

• Manage intake for the enablement practice: triage incoming requests using our service tiers, keep departments informed about status, and ensure every request has a clear owner.

• Onboard departments to the UDP from first conversation through active use. This includes coordinating agreements, processing access requests, leading kickoff and follow-up, and spending time with analysts during their first weeks on the platform.

• Support our governance processes by coordinating data‑sharing agreements and keeping the citywide dataset and enterprise system inventories accurate, current, and published.

• Build self‑service guides and documentation so the most frequent questions are answered before anyone needs to submit a request.

• Coordinate our training program: schedule cohorts, track attendance, and collect feedback that shapes what and how we teach.

• Improve the operation itself by identifying manual, repetitive steps and creating automation that replaces them.

Qualifications

Education:

An associate degree in business administration, public administration, information systems, economics, finance, computer science, UX/UI design or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience:

One (1) year in the information systems field, including technical support, content management, administration of network applications, system analysis, or service design.

Substitution:

One year of additional experience as described above may be substituted for the required degree.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

• One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

• Familiarity with Asana, Airtable, SharePoint, or similar workflow and collaboration tools.

• Comfort with low‑code or automation tools; coding experience is not required but is a plus.

• Experience working in or with government organizations is helpful but not required
