Responsibilities Under the direction of the Superintendent, the Assistant Superintendent for Business Services plans, organizes, assigns, directs, and reviews the budget, facilities, maintenance and operations, information technology, child nutrition, and business services of the Hayward Unified School District. Other duties include: Participating in development and implementation of policies and programs at the executive level in support of student achievement. Directing the development of Board policies related to financial, operational, child nutrition, and business functions. Developing and implementing computerized systems for business, financial, human resource operations, planning and assessment programs, and other applications. Attending Board meetings; presenting and interpreting financial and operational impact of proposals. Participating in development of legislation affecting all aspects of school district operations. Preparing comprehensive reports and recommendations for the Superintendent and Board of Education. Conducting school site visitations to assess quality of District operations. Serving as a member of the Superintendent's cabinet in analyzing, developing, coordinating, and implementing Board policies and administrative regulations. Supervising and evaluating performance of assigned management staff; interviewing and selecting employees and recommending transfers, reassignments, terminations, and disciplinary actions; planning and coordinating appropriate training of subordinates. Coordinating and managing all matters related to the external auditing of fiscal aspects of programs and offices in the district; directing the District's internal audit function. Reviewing all contracts and agreements and advising the Superintendent on their legal and fiscal appropriateness. Communicating with other administrators, District personnel and contractors to coordinate activities and programs, resolve issues, and exchange information. Assuring compliance with applicable District policies, procedures, and governmental regulations; applying State Education Code and other applicable laws. Performing special projects assigned by the Superintendent. Performing other related duties as assigned. Knowledge and Abilities Principles and practices of organization, management, budget preparation and expenditure control. Computer system capabilities and methods applicable to a wide variety of services. Principles of training, employee evaluation, collective bargaining, and employee relations. Principles of public relations. Plan, organize, and direct complex technical operations involving coordination of efforts of multiple specialized units. Analyze complex problems, identify solutions, and implement plans to solve problems. Analyze and interpret data and prepare and present oral and written reports and findings to a diverse audience. Establish and maintain effective relationships with elected officials, District administrators, and other public and private organizations, union officials, and employees. Minimum Qualifications Bachelor’s degree in business administration, public administration, or a related field; master’s degree desired. Any other combination of training and experience that demonstrates likely possession of required skills, knowledge, and abilities may be considered. Certification or training as a district chief business official desirable. At least four to five years of experience with demonstrated success in financial and budgeting duties, preferably in a school setting. Benefits Hayward Unified School District will provide a contribution of up to $2,500 per year toward a District healthcare plan or cash up to $1,350 per year. Full‑time employees are required to purchase medical health benefits unless proof of alternate coverage is provided. Half‑time and less‑than‑half‑time employees may participate voluntarily. Dental coverage is provided free of charge for all employees working 20 hours per week or more. Classified employees must participate in the CalPERS Retirement program. All employees are enrolled in an Employee Assistant Program. Optional benefits include life insurance, short‑term disability, and medical and dependent‑care flexible spending options.
