Project Manager

The duties that the incumbent of the vacancy will be expected to perform. Duties Description The incumbent of this position will be responsible to plan for and to lead meetings with appropriate project participants, project sponsors and other individuals, both internal and external to OHIP. The incumbent will work as part of a project team developing all necessary project management plans, including communication plans, risk and issue logs, decision logs, etc. all in accordance with the standards established by the Project Management Office. The incumbent will be responsible in developing a project schedule, including identifying and scheduling project deliverables, milestones and required tasks using scheduling software. The incumbent may be responsible for supervising and guiding other Project Management staff in the development of all necessary project management deliverables, determined necessary for the non-MAGI project. The incumbent will be part of a project management team, including several vendors who will be part of a multi-year project as a result of sunsetting a legacy system. Minimum Qualifications Competitive Minimum Qualifications: Department of Health employee with one year of permanent or contingent-permanent competitive service as a Project Manager 2 (G-23); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at Grade 21 or above and eligible for transfer to a Project Manager 2 under Section 52.6 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: One year of permanent service as a Project Manager 1. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Non-Competitive Minimum Qualifications via HELPS: Seven years of experience years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans. Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience. Preferred Qualifications Project Management Professional (PMP) or Scrum Alliance Certified Scrum Master (CSM) certification Bachelor's degree in Management or Business Minimum 3 years leading project teams Demonstrated experience and training as a project manager in both the Waterfall and Agile project methodologies Demonstrated experience developing Project Management Plans detailing how the project will be planned, executed, monitored and controlled, and closed out Demonstrated experience managing multiple projects simultaneously to successful conclusion Demonstrates strong facilitation skills to work with individuals and groups to surface essential information and to help negotiate priorities and resolve conflicts among project team, consultants and contractors Demonstrates strong written and verbal communication skills with an ability to express complex information and concepts to project sponsors, managers, technical staff, consultants/contractors and agency users Demonstrated ability to manage multiple priorities Additional comments regarding the vacancy Additional Comments Position associated with the PHE unwind.
