Operations Manager

We are looking for an Operations Manager to oversee essential utility systems, optimize field operations, develop operational standards and programs for our growing utility, and convert complex challenges into practical, reliable solutions. The role offers flexible scheduling options, including a 9/80 or 4/10 work week. Key Responsibilities Lead the day‑to‑day field operations that keep our electric distribution system and substations safe, reliable, and efficient. Oversee construction, inspection, and maintenance activities, ensuring compliance with CPUC General Orders and NERC requirements. Manage and mentor field crews, inspectors, technicians, and contractors; coordinate with engineering and administrative teams to align operations with capital projects and service goals. Develop and implement work plans; enforce safety protocols; create line‑crew training programs and lead emergency‑response efforts during outages and natural disasters. Handle resource management, budgeting, and continuous process improvement, seeking innovative solutions to enhance reliability and operational efficiency. Minimum Qualifications Bachelor’s degree in electrical engineering or a closely related field. Five (5) or more years of progressively responsible experience in electric utility field operations, including construction, inspection, and maintenance, with at least two (2) years in a supervisory or management role. Experience in a public agency or municipal utility is highly desirable. Valid California driver’s license. Preferred Background Significant experience in electric utility distribution construction and maintenance or municipal utility operations. Prior supervisory or management experience in a field‑services or operations environment. Education or training in electrical engineering, electrical technology, computer science, industrial automation, or a related field (or equivalent experience). Core Competencies Proven utility operations leadership – extensive experience with underground and overhead electrical distribution, transformers, switches, and other systems. Success managing complex operations, schedules, budgets, contracts, and regulatory compliance. Strong understanding of safety standards, electrical codes, and best practices in electric utility operation. Experience training field staff and leading supervisory teams. Commitment to a culture of safety and risk awareness, and experience enforcing safety policies and responding to incidents. Strategic and operational thinker who uses data, performance metrics, and field insight to improve efficiency and service delivery. Excellent communicator – clearly conveys expectations, policies, and technical information to staff, leadership, and external stakeholders.
