Director of Property Management

POSITION SUMMARY This is an exempt position providing oversight and direction for property management activities, asset management oversight, and regulatory compliance for an affordable housing portfolio including Public Housing, Project-Based Voucher (PBV) properties, and Low-Income Housing Tax Credit (LIHTC) assets. This position directs and coaches property management staff to ensure best industry practices are met or exceeded. Ensures compliance with asset management principles, HUD rules and regulations, LIHTC program requirements, state housing finance agency regulations, and agency policies and procedures to safeguard assets. REQUIRED QUALIFICATIONS Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a Bachelor's Degree in Business, Finance, Accounting, Real Estate or Public Administration with a minimum of 8 years of experience in property management or related work experience strongly preferred. A Certified Housing Tax Credit Specialist (C3P), Housing Credit Certified Professional (HCCP), Tax Credit Compliance Specialist (TCS), Public Housing Management (PHM), or Certified Occupancy Specialist (COS) certificate is preferred, or the ability to obtain applicable certification within one year of employment. Demonstrated experience in managing properties with layered funding (e.g., Public Housing mixed-finance conversions, RAD, or LIHTC/PBV blends) is strongly preferred. Must be a self-starter and solution-oriented. DUTIES AND RESPONSIBILITIES Skilled in team building and coaching site teams to guide in the development and training of Property Managers, Leasing Assistants, and Maintenance Staff including but not limited to HUD Public Housing and Multifamily regulations, PBV administration, LIHTC compliance (including income certifications, utility allowances, and recertification cycles); resident retention practices; reporting; and best industry practices for operating procedures such as rent collections, evictions, accounting, maintenance, and purchasing. Ability to ensure that teams comply with current applicable HUD Public Housing, Housing Choice Voucher / PBV regulations, LIHTC regulatory agreements, landlord-tenant law, and fair housing law including reasonable accommodation, Violence Against Women Act (VAWA), and Language Assistance procedures and policies. Prepares annual management plans, as needed, with input from Director of Asset Management. Prepare monthly narrative and statistical reports including variance reports on income statements, vacancies, accounts receivable, per unit and trend analysis for the Executive Director and Board of Commissioners. Ability to identify strengths and challenges in each team to improve efficiency and effectiveness and foster a professional culture of site offices where staff can accomplish goals and feel good about their contributions. Perform regular site visits to mentor Property Managers and monitor ongoing issues at the properties. Direct staff in preparation of reviews by regulatory agencies and attend in preparation for these inspections. Approval of market rent changes, write-offs and reimbursements. Create and monitor budget for the property management division. Review site budget estimates with the Directors of Finance and Asset Management and submit annual budget to Executive Director and Board of Commissioners for approval. Supervises and directs activities of departmental direct reports and performs the required evaluation and assessments of the assigned personnel. Create, refine and implement operational policies and procedures. Work with site staff to address resident complaints. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Strong knowledge of HUD Public Housing regulations, Project-Based Voucher (PBV) rules, Section 42 Low-Income Housing Tax Credit (LIHTC) compliance requirements, landlord-tenant law, and other applicable federal, state, and local laws, regulatory codes, ordinances, and procedures. Considerable knowledge of modern principles, practices and techniques of Property Management Administration and comprehensive project and program development, implementation, and management. Ability to prepare narrative and statistical operational reports including per unit and trend analysis, occupancy turnover and market studies; knowledge of principles and practices of budget development and contract administration. Proficient computer skills, including experience with Yardi and other data processing systems. Strong written, oral and reading communication skills to accurately obtain, interpret and transcribe complex federal programs at all levels of the organization. Ability to establish and maintain effective working relationships with residents, subordinates, co-workers and persons in and outside the Authority. Demonstrated skills using performance incentives and team-building strategies and knowledge of principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
