The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.Minimum Education and ExperienceBachelor's degree in business or economics or a related program from an appropriately accredited institution and four years of experience in policy and rate examinations, underwriting, claims adjusting work, or financial/marketing analysis; or an equivalent combination of training and experience.Primary Purpose of the PositionThe review and approval/disapproval of rate, rule, and form filings by insurance companies, joint underwriting associations, and statistical organizations for all types of property and casualty insurance (i.e. automobile, fire, general liability), and the review and analysis of premium and loss statistics received from those entities.The employee conducts detailed reviews of property and casualty insurance rate filings, focusing on the mathematical accuracy of statistical data, the proper application of rating principles, and compliance with statutes and departmental regulations Their work includes preparing and distributing correspondence through SERFF, and when filings involve unusually complex or technical issues, they coordinate additional review by senior analysts or division leadership.In addition to rate filings, the employee examines “non‑standard” policy forms submitted independently by insurance companies to ensure clarity, conformity with North Carolina statutes, and alignment with departmental requirements. They also maintain regular communication with industry representatives and occasionally explain filings to members of the public. Their responsibilities extend to conducting more detailed statistical studies, assisting other divisions with technical questions, and helping train and review the work of junior analysts to ensure consistency and accuracy across the team.Knowledge Skills and Abilities/Management PreferencesManagement Preferences:Strong analytical and critical thinking skills with the ability to interpret statutes, regulations, and policy formsAbility to work independently and analyze complex filings5+ years of professional experience in insurance regulation, specifically evaluating rate, rule, and form submissions.Property & casualty experience with personal and commercial linesAbility to train and mentor less experienced analystsMinimum Education and ExperienceSome state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.
