Job Overview

Our client is seeking a Novice-level Financial Representative to join their OLTL Quality Monitoring and Evaluation Team in Philadelphia, PA. This entry-level role supports a dynamic unit engaged in diverse short- and long-term projects related to financial oversight, contract management, and human services administration. The ideal candidate is a recent graduate or early-career professional eager to grow through hands-on experience in a government-adjacent environment.
Key Responsibilities

• Monitor and review financial and billing issues related to services under the Medical Assistance Program
• Assist in evaluating and analyzing the effectiveness of special program initiatives
• Support procurements, contract monitoring, and development and oversight of contract budgets
• Develop bid and contract language; review contract invoices and project status reports
• Conduct contract site monitoring visits (statewide travel, including some overnight stays, required)
• Assist with project development tasks on new and untested projects
• Gather and organize program and technical long-term care information for executive staff use in public forums
• Respond to inquiries from other states, Commonwealth agencies, and the legislature

Required Skills

• Budgeting, budget analysis, and spreadsheet software proficiency
• Contract language development and invoice review
• General research and online research skills
• Microsoft Office Products (Word, Excel, PowerPoint, etc.)
• Survey tools and survey techniques
• General accounting and budgeting principles
• Ability to work collaboratively within a team or workgroup
• Project troubleshooting and problem-solving skills

Preferred Skills

• Familiarity with human service governmental operations at federal, state, county, and local levels
• Experience in administrative or human services administration roles

Location & Work Model

Fully onsite at 801 Market Street, 7th Floor, Philadelphia, PA 19107. Statewide travel, including occasional overnight stays, is required.
