Project Manager Department: The Ballmer Institute for Children'sBehavioralHealth Appointment Type and Duration: Regular,Ongoing Salary: $70,000 - $80,000 per year Compensation Band: OS-OA07-Fiscal Year2026-2027 FTE: 1.0 Department Summary The mission of the Ballmer Institute for Children's BehavioralHealth at the University of Oregon is to expand equitable access to behavioral health support for children and families by training behavioral health providers, advancing research, and strengthening community capacity. Our vision is to ensure that all children have the support they need to thrive. To achieve this vision, the Ballmer has launched the nation's first undergraduate program in child behavioral health. This program lays the foundation for a credentialed bachelor's-level behavioral health profession grounded in evidence-based practices that will expand access to care and provides a model that can be scaled nationally. This groundbreaking institute was made possible by an extraordinary gift from Connie and Steve Ballmer, co-founders of Ballmer GroupPhilanthropy, and is located on the UO Portland campus. Position Summary The Project Manager provides strategic leadership and oversight forcomplex, high-impact initiatives that advance the child behavioralhealth training program as a national model. Serving as the leadfor project governance, planning, and performance management, theposition ensures alignment across multiple workstreams,stakeholders, and organizational objectives. In partnership with executive leadership, the Project Managerestablishes project goals, evaluates emerging risks andopportunities, and develops recommendations to address complexoperational and strategic challenges. The position exercisessubstantial independent judgment in setting priorities, determiningproject approaches, resolving barriers, and adapting strategies toachieve desired outcomes. The Project Manager serves as a trusted advisor to leadership,providing analysis, recommendations, and decision-support relatedto project performance, operational effectiveness, andorganizational alignment. The position synthesizes information fromdiverse sources, identifies trends and implications, and influencesdecisions that impact project success and broader organizationaloperations. This role requires the ability to navigate competing priorities,build consensus among stakeholders, and translate strategicobjectives into actionable plans. Reporting to the Senior Directorand Chief of Staff, the Project Manager operates with a high degreeof autonomy and accountability in managing assigned initiatives andadvancing organizational goals. Minimum Requirements Bachelor's degree Three (3) years of fulltime, professional project managementexperience Professional Competencies Ability to manage multiple complex initiatives with significantorganizational impact leveraging technology and project managementtools. Established ability to exercise independent judgment and makedecisions regarding project priorities, implementation strategies,and resource allocation. Ability to analyze complex information, evaluate alternatives,and develop actionable recommendations. Ability to effectively influence decision-making among leaders,partners, and stakeholders without direct supervisoryauthority. Excellent written and verbal communication skills, includingpreparation of executive-level reports, analyses, andrecommendations. Preferred Qualifications Master's degree in Business Administration, PublicAdministration, Public Health, Behavioral Health, OrganizationalLeadership, Project Management, or a closely related field. Project Management Professional (PMP) certification or anequivalent project management credential. Five years of progressively responsible experience leading andmanaging complex projects, programs, or strategicinitiatives. Track record of project management in one or more of thefollowing sectors: public policy, public health, behavioral health,workforce development, higher education, or government. Experience working within higher education institutions,including collaboration with cross-functional stakeholders,academic units, and administrative departments.
