Director of Implementation

REPORTS TO: Chief of Data, Information and Systems Improvement

POSITION OVERVIEW:


The Director of Implementation resides within the Division of Data, Information and Systems Improvement of the Boston Public Schools, reporting to the Chief of Data, Information and Systems Improvement. The Director of Implementation is responsible for acting as the district's central strategist for operationalizing how BPS utilizes its physical and human resources to serve students. The position will have a particular emphasis on bringing together diverse stakeholders and leveraging complex data sets to synthesize enrollment projections with actual school building capacity, ensuring strict compliance with collective bargaining agreements and state regulations. The Director of Implementation will partner seamlessly with peer strategic and operational directors to advance the mission of the Boston Public Schools.


The Director of Implementation will also be responsible for having a high level of expertise in data-informed decision making, cross-functional facilitation, and systems-level synthesis to advance the strategic priorities of the district. Leading a small team, the Director of Implementation will work across business stakeholders and technical teams to communicate business needs and identify technical system changes necessary.

RESPONSIBILITIES:

Integrated Space & Enrollment Management

• Direct the data-informed operational strategy that aligns student enrollment and assignment processes with physical building capacities.
• Provide support for the enrollment projections process, including gathering qualitative information about programmatic changes at schools and incorporate this information into the projections process
• Collaborate with the Director of School Design and Strategic Scheduling to ensure that school schedules drive efficient facility usage.
• Develop guidance on itinerant space usage, ensuring that shared professional staff have functional spaces that do not compromise core classroom requirements.

Business Analysis & Systems Optimization

• Act as the strategic bridge between district business stakeholders and technical/IT teams.
• Advise stakeholders on potential technology solutions, system capabilities, and best practices within a K-12 environment.
• Continuously evaluate operations to identify areas for improvement and develop technology-enabled or procedural solutions that drive systemic efficiency.

Cross-Functional Facilitation & Strategy

• Serve as the primary facilitator leading the Strategic Enrollment Action Team and dedicated cross-functional working groups.
• Bring together school leaders, facilities managers, budget analysts, and labor representatives to identify and implement targeted solutions for capacity and enrollment challenges.
• Build consensus among stakeholders with competing priorities using objective data as a grounding tool.
• Lead the operational response to sudden enrollment shifts, coordinating multiple departments to ensure minimal disruption to student learning

CBA & Regulatory Compliance

• Serve as the primary facilitator and operational lead for the Class Size Review process and the rollout of collective bargaining agreements, including convening school leaders, the BTU, and Labor Relations to resolve grievances and interpret contractual language
• Direct the cross-functional rollout and ongoing compliance of all collective bargaining agreements and state regulations as they relate to student enrollment, class size caps, staffing ratios, and physical space utilization.
• Provide adaptive problem-solving for complex contractual items-such as staffing ratios and specialized space requirements-within the context of the district's current operational environment.
• Identify data necessary to create automated systems for tracking compliance.

Team Oversight & Development

• Lead, mentor, and manage a small team of business analysts and project managers responsible for compliance auditing, executing enrollment logistics, process optimization, and resolving school-level operational bottlenecks.
• Build capacity within teams to manage complex portfolios and track space utilization metrics.
• Ensure high levels of accountability and continuous professional development for direct reports.

Qualifications - Required:

• Bachelor's degree required
• Minimum 5 years of experience working within a school district's enrollment department
• Extensive experience convening and leading cross-functional teams to achieve complex operational and facilities-related goals in a professional setting.
• Strong background in spatial planning, capacity management, process optimization, or enrollment logistics within a large organization.
• Excellent interpersonal and executive communication skills; ability to motivate teams, persuade stakeholders, build consensus, and resolve complex conflicts related to space, enrollment, and operational compliance.
• Strong analytical skills with the demonstrated ability to evaluate operations, interpret complex data sets (e.g., enrollment projections, capacity metrics), and act as a liaison between business and technical teams to drive efficiency.
• Demonstrated ability to operate effectively within a highly collaborative leadership cohort, sharing accountability for district-wide strategic execution.
• Extensive demonstrated expertise in operationalizing collective bargaining agreements and state regulations, specifically regarding class size, staffing, and physical space.
• Demonstrated experience managing and developing direct reports, specifically business analysts and project managers.
• Current authorization to work in the United States
• A commitment to continuous improvement within the complexities of an urban school system. A deeply held and unyielding belief in the overarching mission of public education.

Qualifications - Preferred:

• Master's degree in education, public or business administration, urban planning, data analytics, information systems, or a related field.
• Previous experience operating at an executive level within a large, unionized urban school district.
• Familiarity with Boston and Boston Public Schools
