POSITION PURPOSE:
The Housing & Self‑Sufficiency Program Coordinator I supports Housing Choice Voucher (HCV) participants in achieving financial independence by providing case management, counseling, and program oversight. Using HUD housing assistance as a platform for self‑sufficiency, the role works to meet federal performance requirements and transition families off public assistance. The coordinator performs clerical and technical duties of routine difficulty, processing the required forms and documentation to execute Housing Assistance Program contracts among participants, landlords, and BVCOG. This position works collaboratively within the Public Housing Authority, adheres to federal regulations and BVCOG policies, and interacts regularly with participants and landlords from diverse backgrounds.
ESSENTIAL FUNCTIONS:

Program Coordination & Case Management
- Develop and monitor FSS participants’ self-sufficiency plans with clear, measurable, and achievable goals.
- Provide continuous case management and counseling, ensuring participants fulfill FSS Contracts and Individual Training and Service Plans.
- Establish and maintain escrow accounts for eligible FSS participants.
- Maintain a referral and networking system to connect families with essential supportive services and follow up to ensure service compliance.
- Actively recruit and retain FSS participants to ensure program capacity.
- Maintain organized case files and timely documentation, including case notes, monthly reports, and program statistics.
- Coordinate program workshops, self-sufficiency activities, and orientations for interested applicants.
HCV Program Administration
- Conduct eligibility interviews, verify household income, and determine appropriate housing assistance levels.
- Certify participants’ income, assets, allowances, deductions, utilities, family composition, and other verification data, maintaining an error rate of < 1 %.
- Calculate, generate, and adjust Housing Assistance Payments (HAP) and process overpayments to landlords.
- Coordinate required housing quality inspections, execute HAP contracts upon approval, and process amendments for rent increases, family moves, or unit transfers.
- Perform interim and annual reexaminations of eligibility, income, and household composition, adhering to the < 1 % error standard.
- Provide briefings and orientations to applicants and participants, clearly explaining program requirements and responsibilities.
- Complete data‑processing functions, including HUD‑50058 forms, HAP contracts, and other program documents.
- Coordinate portability processing with other Public Housing Agencies to ensure seamless participant transfers.
- Ensure compliance with Enterprise Income Verification (EIV), PIC, and SEMAP requirements, maintaining accurate records.
- Preserve client file integrity and confidentiality, storing sensitive information securely.
- Initiate participant terminations, close files, and review cases for possible termination in accordance with program policies.
- Research and document potential fraud or abuse, preparing documentation for investigations as needed.
- Respond to inquiries from participants, landlords, and the public, resolving concerns promptly and accurately.
- Translate program procedures into clear, understandable language for participants.
- Attend required training and staff‑development sessions to stay current on regulations, policies, and best practices.
Compliance & Reporting
- Ensure all program files meet HUD Federal Regulations and BVCOG standards.
- Maintain working knowledge of HUD policies and apply them to daily tasks.
- Monitor and resolve findings from Enterprise Income Verification (EIV) and PIH Information Center (PIC) systems.
- Support compliance with the BVCOG Quality Control Program and Section Eight Management Assessment Program (SEMAP).
- Respond to inquiries from owners, clients, and the public, providing accurate program information and resolving concerns.
General Duties
- Attend required training, staff development sessions, and meetings to enhance job performance.
- Ensure effective communication and coordination with stakeholders, including property landlords, service providers, and public agencies.
- Maintain confidentiality and adhere to BVCOG privacy laws and regulations.
- Perform other related functions as assigned.

TECHNICAL SKILLS:
To perform this job successfully, the employee should have:
- Ability to maintain effective working relationships with co- workers, supervisors, and the public.
- Ability to follow verbal and written instructions and communicate effectively in writing and verbally.
- Knowledge of client service principles and practices and interviewing skills and techniques.
- Understanding of basic reading and writing skills and mathematics.
- Skill in assessing and prioritizing multiple tasks, projects, and demands with excellent problem solving and organizational skills while meeting established deadlines.
- Intermediate working knowledge of computer software including Microsoft Office and Mail Merge, with the ability to learn new software applications.
- Skill in reading, interpreting, and applying HUD rules and regulations and BVCOG policies and procedures.
- Ability to work with a diverse population and apply decision-making and conflict resolution skills.
- Ability to always project a professional image.
- Ability to work in a fast-paced environment.
Education, Training and Experience:
- Associates required but preference will be given for bachelor’s degree or higher degree with college coursework in social work, sociology, or related field.
- At least two (2) years of experience in customer service, social work, counseling, or a related field is preferred.
- Bilingual speaker and writer in English and Spanish preferred.
- Successful completion of a criminal history background check, education, and work history verification.
- Must have successfully completed and passed the Ethics for Housing Professionals course by NAHRO or another nationally recognized approved trainer within 18 months of assuming position.
- Must have successfully completed and passed the Housing Choice Voucher Specialist Certification or HCV Rent Calculation course by Nan McKay or another nationally recognized approved trainer within one year of assuming position.
- Must have successfully completed and passed a Customer Service Certification course by NAHRO or another nationally recognized approved trainer within 18 months of assuming position.
- Must have successfully completed and passed the Family Self-Sufficiency Certification course by Nan McKay or another nationally recognized approved trainer within one year of assuming position.
- Must complete a minimum of 24 hours of professional development training each year as part of this position.
License and Certifications:
- Valid Texas driver's license at the time of placement and reliable transportation.
- Must have the ability to earn certifications as required by assigned tasks.
DESIRED QUALIFICATIONS:
Previous experience in federally subsidized housing programs.
SUPERVISION:
Reports directly to the Housing & Self‑Sufficiency Program Supervisor and/or designee through supervisory channels. Ability to work independently and to assume responsibility for completion of complex workload without close supervision.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
To perform this job successfully, the employee is frequently required to remain in a stationary position. Daily movements include sitting; standing; operating computers and other office equipment; moving about the office; and attending meetings. The employee must be able to communicate via email and verbally via telephone. The employee must occasionally transport up to 25 pounds. Primary activities are conducted within a well-lit, climate-controlled office.
Occasional out-of-town trips may be required to attend special events and training sessions
Work week is Monday through Friday during normal business-type hours (8am-5pm). Weekend hours may be required during special events or projects.
