Craft Recruiter (Off-Site)

Play an integral role in helping Worley build and mobilize the skilled craft workforce required to deliver major construction, maintenance, turnaround, and industrial projects. As a Craft Recruiter (Off-Site) , you will serve as a critical partner to project leadership by translating workforce plans into targeted recruiting strategies that attract, engage, and hire qualified craft professionals who support safe and successful project execution.

This is a primarily office-based recruiting role that supports active projects from an off-site location. Working closely with Construction, project leadership, People teams, Workforce Development, Talent Acquisition, onboarding teams, and candidates, you will develop talent pipelines, drive hiring activity, and help ensure projects are staffed with the right craft resources at the right time.

Your ability to anticipate workforce needs, navigate challenging labor markets, and maintain strong candidate relationships will directly support project mobilization, workforce readiness, schedule performance, and overall project success.

Purpose of the role

The Craft Recruiter is responsible for delivering direct-hire craft recruiting support for assigned construction and industrial projects. You will develop and execute recruiting plans that align with project labor forecasts, staffing priorities, mobilization schedules, and workforce requirements while ensuring compliance with company policies and applicable employment practices.

Working closely with project leadership and workforce stakeholders, you will maintain qualified candidate pipelines, manage requisitions, support candidate selection activities, coordinate recruiting events, and facilitate successful transitions from recruitment through onboarding.

This role requires strong recruiting expertise, labor market awareness, relationship-building skills, and the ability to manage high-volume recruiting activity in a fast-paced project environment.

You will be responsible for

Project Workforce Planning and Recruiting Strategy

• Partnering with project and Construction leadership to understand labor forecasts, hiring priorities, mobilization schedules, and workforce requirements.
• Developing project-specific recruiting plans aligned with staffing forecasts and project execution objectives.
• Providing labor market intelligence and identifying risks related to workforce availability, sourcing challenges, and hiring competition.
• Adjusting recruiting strategies to support changing project schedules, staffing demands, and labor conditions.
• Supporting workforce planning initiatives that contribute to successful project mobilization and execution.

Requisition and Candidate Management

• Managing assigned craft requisitions and ensuring all recruiting activity is supported by approved hiring authorizations.
• Maintaining accurate requisition information within applicant tracking systems.
• Reviewing applications and conducting candidate screening activities focused on skills, qualifications, certifications, availability, and project requirements.
• Performing candidate outreach and building engagement with qualified applicants.
• Maintaining accurate candidate records, screening documentation, dispositions, and recruiting activity within approved systems.
• Providing recruiting status updates and workforce pipeline information to project stakeholders.

Sourcing and Talent Pipeline Development

• Building and maintaining talent pipelines for skilled craft positions including electricians, pipefitters, welders, laborers, operators, carpenters, ironworkers, and craft supervision roles.
• Leveraging job boards, social media, referrals, workforce organizations, trade schools, apprenticeship programs, community partnerships, hiring events, and other approved recruiting channels.
• Researching labor market trends and recommending sourcing strategies based on project location, workforce requirements, and labor availability.
• Maintaining ongoing communication with qualified craft candidates to support current and future staffing needs.
• Coordinating hiring events, job fairs, open houses, and targeted recruiting campaigns.

Candidate Selection and Hiring Coordination

• Applying consistent, job-related screening criteria based on approved position requirements.
• Coordinating interviews, candidate referrals, hiring approvals, and selection activities with project stakeholders.
• Communicating project details, expectations, schedules, locations, and employment requirements accurately to candidates.
• Extending approved conditional offers in accordance with established approval processes and compensation guidelines.
• Coordinating handoff activities with onboarding, pre-employment screening, medical, orientation, and site-access teams.
• Monitoring candidate progress through onboarding and helping resolve barriers that may delay workforce mobilization.
• Maintaining professional, responsive, and positive candidate communication throughout the recruiting lifecycle.

Project Partnership and Reporting

• Serving as the primary recruiting contact for assigned projects.
• Maintaining strong working relationships with project leadership, Construction teams, the People organization, Workforce Development, and Talent Acquisition stakeholders.
• Providing reporting related to requisition status, candidate pipelines, projected starts, sourcing activity, and recruiting challenges.
• Coordinating closely with project-based People personnel to support mobilization readiness and workforce transitions.
• Escalating issues related to hiring volume, scope changes, candidate commitments, or project staffing risks.

Compliance, Records, and Confidentiality

• Following all applicable company policies, recruiting standards, procedures, and employment practices.
• Supporting fair, consistent, and job-related recruiting and selection processes.
• Maintaining complete, accurate, confidential, and audit-ready recruiting records.
• Protecting candidate and employee information in accordance with privacy, confidentiality, and record-retention requirements.
• Supporting recruiting audits, compliance reviews, documentation requests, and reporting requirements.
• Contributing to continuous improvement initiatives that strengthen recruiting effectiveness and workforce outcomes.

What you’ll bring to the role

You bring strong craft recruiting expertise, labor market knowledge, workforce planning capability, and the ability to support high-volume project staffing activities in demanding industrial environments.

Required

• Minimum of 3 years of recruiting or talent acquisition experience supporting industrial construction, maintenance, turnaround, manufacturing, energy, infrastructure, or comparable project-based environments.
• Minimum of 3 years of direct experience recruiting skilled craft professionals for direct-hire construction projects, maintenance programs, or industrial turnarounds.
• Experience supporting high-volume hiring initiatives, workforce mobilization, and multiple craft disciplines simultaneously.
• Experience using applicant tracking systems and external sourcing platforms.
• Strong candidate screening and interviewing skills.
• Ability to maintain organized, accurate, and defensible recruiting documentation.
• Ability to establish effective working relationships with project leadership, Construction organizations, candidates, and support teams while working from an off-site location.
• Advanced proficiency with Microsoft Outlook, Word, Excel, PowerPoint, and Teams.
• Strong communication, organizational, and relationship management skills.
• Commitment to safety, professionalism, workforce diversity, and consistent recruiting practices.

Preferred

• Associate degree or higher in Human Resources, Business Administration, Construction Management, or a related discipline.
• Experience with Taleo or comparable applicant tracking systems and candidate outreach platforms.
• Experience supporting hiring events, community outreach initiatives, workforce partnerships, apprenticeship programs, trade schools, and veteran recruiting programs.
• Professional communication skills in English and Spanish.
• Working knowledge of employment practices related to recruiting, candidate records, equal employment opportunity, and contractor compliance requirements.
• Experience supporting direct-hire craft workforces within industrial, construction, or energy project environments.
• Ability to independently manage multiple priorities and meet deadlines within a fast-paced project environment.
