Job Description and Duties
Under the general direction and control of the five-member State Personnel Board (Board), the Executive Officer serves as the chief executive responsible for administering and implementing the Board’s constitutional and statutory authority and ensuring the effective, efficient, and impartial administration of California’s civil service merit system. Pursuant to Government Code section 18654, the Executive Officer performs and discharges, under the direction and control of the Board, the powers, duties, purposes, functions, and jurisdiction vested in the Board and delegated to the position.
The Executive Officer provides executive leadership, strategic direction, and administrative oversight for the State Personnel Board (SPB) and its staff. The position translates the Board’s rules, policies, resolutions, directives, and decisions into effective organizational practices and programs and ensures their consistent implementation throughout the state civil service system.

Working Conditions
Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours. Please note that the salary ranges listed in this Job Control may not reflect these reductions associated with the 2025 Personal Leave Program. Special Requirements
The examination process will consist of:
- Current version of the State Examination/Employment Application (Form 678). All Experience and Education relating to the Minimum Qualifications listed should be included to demonstrate how you meet the Minimum Qualification for the position.
- Statement of Qualifications (SOQ). Please refer to the Statement of Qualifications questions below.
- Hiring interviews may be conducted with the most qualified candidates.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Ten (10) or more years of experience applying California state civil service laws, rules and policies.
- Licensed with the California State Bar.
- Five (5) or more years of California state government executive level experience.
