Affordable Seattle Data and Evaluation Intern

Position Description The City of Seattle Affordable Seattle Program seeks a Data and Evaluation Intern for a 12-month assignment to assist with improving the delivery of City benefit and discount programs to ensure residents receive timely assistance. This internship will be key to understanding the current landscape of Seattle households who qualify for benefits and discounts and who are or are not currently enrolled in such programs. This position will report to the Citywide Integrated Benefits and Services Improvement Lead. The internship is a joint effort with Seattle Department of Transportation and King County, in efforts to offset the increase in property taxes residents experience as a result of voter-approved levies. The King County Property Tax exemption program provides relief for low-income homeowners who are seniors or disabled. The recommendations from this internship will guide outreach and engagement efforts to ensure communities who qualify for the property tax exemption are receiving it, in efforts to ensure levy funding is not disproportionately impacting vulnerable communities. Job Responsibilities As the Data and Evaluation Intern, you will: Evaluate quality of existing data sources for use in analysis and modeling. Create current state demographic and geographic gap analyses of the households currently eligible for the King County’s Property Tax Exemption program but not enrolled in the program. Develop a repeatable structure to conduct similar gap analyses for other government benefit programs such as but not limited to City of Seattle benefit and discount programs, ORCA LIFT, SNAP, or Working Families Tax Credit. Further analyze the demographic and geographic distribution of residents engaged with Seattle benefit and discount programs and King County’s Property Tax Exemption program. Present recommendations for reaching communities not currently engaged with programs to program leadership and additional government partners. Determine total possible demand for assistance programs, average savings per household, and model program costs on various enrollment models. Other relative duties as opportunities arise. Skills and experience you will gain through this internship: Build knowledge of local government safety-net programs. Understand the end-to-end journey of a resident seeking, applying to, and receiving government benefits. Work with large demographic datasets, including internal City of Seattle and publicly available data sets. Develop proficiency in data modeling and visualization software. Create presentations for key stakeholders to support program improvement and delivery. Qualifications Required Qualifications Must be enrolled in an accredited graduate program in public policy, public administration, data science, urban planning, economics, social sciences, or a related field while maintaining a minimum GPA of 3.0. Note: Students are not required to be enrolled during the summer sessions but must provide documentation of continued enrollment at the beginning of Fall Quarter/Semester. Strongly Preferred Qualifications Experience working with datasets, including cleaning, transforming, and analyzing data. Ability to use or willingness to learn data analysis and visualization tools (e.g., Excel, Power BI, Tableau, R, or Python). Strong analytical thinking and problem-solving skills. Clear written and verbal communication skills, including ability to present findings to non-technical audiences. Ability to summarize complex information into actionable insights. Interest in public benefits, social equity, or local government program delivery. Ability to work independently and collaboratively across departments. Additional Desired Qualifications Familiarity with demographic data, census data, or other public datasets. Experience with GIS tools or spatial analysis. Understanding of human services programs, eligibility rules, or income-based public benefits. Experience with evaluation frameworks, research design, or performance measurement. Comfort navigating ambiguity and building repeatable processes or frameworks. Interest in equitable community engagement and the ability to recognize and value cultural differences with openness and self-awareness. Additional Information Salary The salary for this position is $27.67 - $27.67 per hour. Work hours can be scheduled between 8:00 a.m. to 5:00 p.m. Monday through Friday. May work some evening and/or weekend hours. Telework Expectations This position offers flexibility of a hybrid work schedule. At this time, hybrid telework schedules have a minimum requirement of three days onsite per week. Individual schedules are based on operational needs and agreement between the employee and their supervisor.
