Establishes creative direction, production quality standards, and operating and production procedures for multimedia content. Produces high-quality photography and video for agency’s internal/external communications and public relations efforts. Researches and prepares information to design multimedia materials related to the goals and priorities of the agency. Work involves effective writing, videography/photography, editing, and production for distribution on social media and/or digital media. Possesses strategic thinking, excellent interpersonal skills, high emotional intelligence, and exceptional writing and content and video development skills. The position works under general direction with extensive latitude for the use of initiative and independent judgment. As part of agency emergency response, this role may be required to work extended or alternate hours during a public health emergency. Essential Job Functions (40%) Executes video and photo production projects through planning and development of communication strategies, creative direction, and written content photography for internal and external audiences for projects such as communication campaigns, social media, and public health disaster response efforts. This position takes high quality photos and/or videos of DSHS activities and/or selects stock photo imagery related to published communications. This position meets biweekly with Comms, Media Relations, and Government Affairs to create strategic plans for production and distribution of multimedia content for both internal and external audiences, including lawmakers. This position oversees large-scale multimedia projects and campaigns, coordinating with external vendors, stakeholders, and/or agencies and maintaining timeline and deadlines for all deliverables using Monday.com, Sharepoint, Basecamp, and additional software. In addition to external campaigns, this position provides consultation services to DSHS regional and program partners regarding video or photography for public health communication efforts. This role also serves as a creative and strategic consultant on statewide marketing campaigns with external vendors. Editing photography and video using Adobe software, including audio components, is a key element of this role. Position also maintains and grows the DSHS audio-visual media libraries and catalogs on the Communications shared drive, social media and video sharing channels, and other platforms. Library additions include both custom video and photos as well as materials supplied by state and federal partners and purchased through iStock.

• 30%) Works with DSHS programs and internal staff on a weekly basis to coordinate messaging on video or photo initiatives related to health education, disaster response, and public health promotion and performs research in preparation and planning of video and photography assignments. In addition to assigned projects, this role coordinates identified opportunities with Digital Communication Manager and program leads on a quarterly basis to develop and execute communication plans. This role also meets with and/or coordinates with HHSC Communications on initiatives when requested or needed.
• 15%) Provides support for other Communication Unit functions and activities such as online, interactive, social and emerging media communications, marketing research, social marketing, and internal communications. This position uploads all agency videos to social media, including YouTube and Vimeo, and works to ensure all public-facing videos have accurate captioning and adhere to federal and HHSC accessibility requirements. In order to get appropriate captions, this position must coordinate with HHSC Language Services and other translation services to ensure all communications products are translated into the necessary languages so Texans with limited English proficiency have access. Coordinates with and supports the DSHS Media Relations, Government Affairs, and stakeholder relations units on press- and legislative-related inquiries as needed.
• 10%) Responsible for working in collaboration with DSHS Web Services and social media teams to ensure information is posted quickly and is accurate, relevant, and informative. Contributes to the development of internal communications departmental processes and standards through biweekly meetings.

Experience delivering high-quality products in video planning, production, editing, and storytelling Experience delivering high-quality products in photo planning, production, and editing Experience delivering high-quality communication strategies and programs aimed at external and internal audiences. Experience researching, writing, editing, and producing video and photo content for wide variety of formats, including print, web, and social media. Graduation from an accredited four-year college or university with major coursework in multimedia design, digital media, communications, film production, graphic design, or a related field is generally preferred.
