Senior Planner

Job Summary Senior Planner for the Development Services Department in the City of Avondale. This is a FLSA‑exempt, full‑time position with benefits. Responsibilities Manage, review, and implement current and long‑range planning and development projects. Act as project manager for planning projects and land development proposals, including administering applications, directing consultants, coordinating staff, scheduling meetings and public notifications, conducting research and analysis, and mediating with developers. Conduct technical site plan reviews and analyses of preliminary and final subdivision plats, development site plans, and construction plans for compliance with City policies and design guidelines. Review design plans for site, building, landscape, and signage for commercial, industrial, residential, mixed‑use, and other project types. Perform field inspections of projects under construction and approve final site inspections for residential, commercial, and industrial developments. Prepare amendments to City documents, maintain long‑range planning functions, gather and analyze data, and prepare reports for Special Studies and action committees. Assist in interpreting and applying City codes, ordinances, regulations, standards, guidelines, policies, and procedures related to planning, zoning, land development, and design proposals. Evaluate complex land development proposals, including pre‑applications, general plan amendments, text amendments, rezonings, conditional use permits, variances, annexations, land subdivisions, and other requests. Formulate staff recommendations and conditions, schedule legal notifications and public hearing dates, and present findings before the Board of Adjustment, Planning Commission, and City Council. Draft and review ordinances and resolutions; participate in policy implementation. Conduct meetings and negotiations with development clientele and city staff. Create maps, exhibits, aerial photographs, GIS and visual aids for presentations before hearing boards. Serve as liaison to internal and external committees and coordinate with them. Schedule and prioritize work assignments, meet review timelines, and prepare review comments and approval letters. Assist customers with application submittals, processes, research, and inquiries. Perform other related duties as assigned. Qualifications Bachelor’s Degree in Urban Planning or a closely related field (required). Advanced knowledge of land use principles, planning, and development design, including architecture, engineering, landscape architecture, site design, traffic engineering, and economic development. Experience with construction processes and project review. Master’s Degree in Urban Planning or a related field (desired). Three (3) years of experience in planning, project review, or related community development activities within local government planning. Valid Arizona Driver’s License or ability to obtain one within six (6) months of hire. AICP certification is desired. #J-18808-Ljbffr
