PURPOSE OF THE POSITION

This evaluation supports the Strengthening Community Preparedness, Rapid Response, and Recovery program across Bangladesh, Indonesia, Nepal and the Philippines. The role leads a team of evaluation consultants to conduct a summative and formative evaluation that assesses how ACT programming has strengthened disaster risk reduction (DRR) capacities, local DRR systems, and early signs of sustainability over the project lifespan. Primary Responsibilities Lead the design and development of a robust evaluation methodology that addresses the key questions on sustainability, local leadership, DRR effectiveness, and economic resilience. Conduct the inception phase: review documentation, consult communities, local NGOs and authorities, and refine conceptual frameworks and sustainability domains. Coordinate on‑site data collection across all four countries, ensuring culturally appropriate and ethically rigorous methods. Analyse and interpret findings in collaboration with stakeholders to produce context‑specific insights. Produce a comprehensive evaluation report, including country‑specific annexes and visual stories of DRR transformation. Plan and execute dissemination activities, developing uptake plans per country and presenting findings to Oxfam, partners, government agencies, and community DRR groups. Maintain compliance with Oxfam’s Code of Conduct, Responsible Program Data Policy, and all relevant safeguarding and data security requirements. Qualifications Minimum 7 years of monitoring and evaluation experience managing multi‑country DRR, humanitarian, or related programmes. Demonstrated ability to design, implement, and report on complex evaluations using mixed methods (qualitative and quantitative). Experience leading and building teams of local evaluators/consultants, managing remote collaboration and capacity building. Strong understanding and application of gender‑sensitive, safeguarding and feminist principles in evaluation design and reporting. Excellent written and oral communication skills, with the ability to produce clear reports and persuasive presentations for diverse audiences. Proven facilitation skills, both online and in face‑to‑face settings. Willingness and ability to travel to remote areas in Asia for fieldwork. Fluent English language skills (requirement).
