Overview Position Description & Qualifications. This role supports projects for the US Navy with Serco on Team Submarine. Remote work is available and the position requires a DoD Secret clearance. Responsibilities Assist a recognized supply chain technical authority, advising PEO and Navy stakeholders on supplier risk, capacity constraints, and resiliency solutions. Conduct rough-cut capacity planning and Operational Equipment Effectiveness (OEE) assessments to evaluate supplier throughput and readiness. Lead production floor diagnostics to identify bottlenecks within defense manufacturing facilities, including workforce constraints, equipment downtime, quality issues, and process inefficiencies. Recommend targeted solutions—such as equipment upgrades, workforce training, or process redesigns—that increase throughput and mitigate risks to Navy program delivery schedules. Develop and validate standardized templates, process flows, and best practices to enable alignment across the SIB Supply Chain Directorate and LOEs. Translate complex data into executive-level briefs and reports for ASN RDA, NAVSEA, and PEO leadership. Partner with industry, academia, and government stakeholders to identify emerging risks and define investment priorities (Supplier Development Funding, SCM initiatives, workforce development). Contribute thought leadership to align investments with 1+2 production goals (1 Columbia + 2 Virginia submarines annually) and critical surface ship requirements. Interface with SIB suppliers to understand capacity and the difficulties they face related to production. Provide daily program, analytical, and acquisition management support to senior level executives. Work with multiple stakeholders across the region to expedite evaluation, determine critical areas, and assess how to fund SIB efforts that yield optimal ROI. Collaborate with the SIB team across the United States focused on workforce development/marketing, supply chain/sustainment, and technology developments. Address critical workforce and supply chain issues with submarine shipbuilding suppliers. Evaluate projects and initiatives including capital projects that increase throughput capacity in maritime trades, curriculum development, marketing campaigns, and veteran outreach. Draft information papers in response to Congressional inquiries and provide input to Report to Congress regarding SIB spend goals and ROI. Travel to regional entities to meet with local stakeholders about workforce initiatives as needed. To Be Successful In This Role, You Will Have The ability to obtain/maintain/transfer a DoW Secret security clearance. U.S. Citizenship. A bachelor’s degree in business, supply chain, logistics, education, science, or an engineering discipline. 2 years of relevant experience. Knowledge of developing manufacturing programs such as additive manufacturing, Industry 4.0 and other advanced manufacturing techniques. Experience conducting data analysis and presenting results. Outstanding communication skills, both written and oral, with interaction with industry and senior leadership. Customer-oriented team player who is self-motivated, able to work independently and remotely. Ability to travel up to 10% of the time. Additional Desired Experience And Skills Experience/knowledge of the submarine/maritime industrial base. Experience in the Industrial Base Supply Chain. Project management experience.
