This position is responsible for providing a critical role to the community in delivering a high degree of customer service within the Right of Way. The role provides enforcement, support, maintenance, and monitors roadway situations to ensure a high level of public safety while being responsive to public feedback. The City of Aspen parking department promotes teamwork and collaboration, as well as the ability to work independently. The department is always looking for innovative ways to perform our duties and explore the next level technology to support our department. Cross collaboration with many other city departments, including Transportation, Engineering, Streets, Parks, Utilities, and the Aspen Police Department. The expectation of the employee is to perform all duties in a professional and courteous manner, consistent with the organization's values and mission statement.

Supervision received: Position works under the general supervision of the Parking Operations Manager.

Essential job functions:

Daily enforcement:

  • Enforces paid parking in Downtown Core (Mon–Sat, 10 a.m.–6 p.m.) and Residential Zones (Mon–Fri, 8 a.m.–5 p.m.), issues tags, and coordinates towing as needed.
  • Identifies and reports fraudulent or altered parking permits and expired license plates.
  • Monitors and enforces timed areas, event parking, and special locations such as Red Brick lot, ACRA parking lot, and Aspen Recreation Center. Schedules coverage for special events, including sports, concerts, and community activities.
  • Participates in optional cross-training at Brush Creek Parking Kiosk and Rio Grande Parking Garage.
  • Works safely around traffic and vehicles, including walking near moving cars.
  • Manages short-term meter collections and ensures temporary construction or event signage is installed and removed correctly.

Safety:

  • Monitors fire lanes and emergency access areas to ensure public safety.
  • Assists with traffic control and special events when requested.
  • Enforces RFTA bus lanes and other restricted zones during posted hours.

Maintenance & Equipment:

  • Collects revenue from short-term meters and pay stations.
  • Installs, removes, and maintains signage, pay stations, and bike corrals.
  • Maintains inventory and performs basic care for departmental vehicles, including fueling and cleaning.

Departmental Support & Coordination:

  • Cross-trains and provides coverage as a team member or leader.
  • Trains new officers on radios, software, and parking procedures.
  • Communicates technology, equipment, or enforcement issues to management.
  • Represents the City in Municipal Court parking cases, providing accurate testimony and evidence.
  • Collects and reports parking usage data ("Core Counts") to management and assists with process improvements.

Customer Service & Community Engagement:

  • Acts as an ambassador for the City, assists motorists, tourists, and local businesses.
  • Provides courteous, professional, and solution-oriented service to the public.
  • Builds positive relationships with local businesses and communicates relevant changes or updates.

Technology & Innovation:

  • Uses mobile payment systems, enforcement software, and license plate recognition tools.

Minimum qualifications:

  • Education: High School Diploma or GED Equivalent
  • Work Experience: One year of experience in customer service, public contact or code enforcement.
  • Technical Knowledge: Must be proficient in Microsoft Outlook Email and have a basic understanding of computers and online computer-based technology applications, which includes accessing web based platforms. Ability to be trained on specialized mobile and computer programs and associated technology. Knowledge and operation of Pay by Phone and Way to Park smartphone parking apps.
  • Licenses & Certifications:
    • Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date. Complete City provided training within six months:
      • Attend and participate in periodic and annual safety training courses, such as First Aid, AED, CPR, Active Harmer Training; Fire Extinguishers; Ladder Safety; Slips, Trips and Falls, etc.
  • Additional Requirement: Must be at least 21 years of age.

Note: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

Preferred candidate: Has familiarity with Aspen's parking ordinances, enforcement policies, and city code and knows the location of all city streets.

Note: This position requires a drug test (to be completed at PROCOM – Glenwood Springs), a physical examination (at Grand River Health Clinic West – Parachute), and a Criminal Background Check upon hire. Employment is contingent upon passing a physical examination, a drug test and Criminal Background Check.

Position type and work hours:

  • Regular full time, hours may vary with workload.
  • Evenings/Weekends/Holidays will be required depending on department needs and special projects. Early mornings will occasionally be required during the school year.

Work environment:

  • Indoors: Office environment.
  • Outdoors/Off-site: Work is performed in a variety of environments, mostly outdoors and involves exposure to a variety of temperature changes, weather, and traffic conditions. Requires daily walking up to eight miles. Meetings, trainings, and site visits at a variety of city facilities and areas.
