The full salary range for this position is $79,200 to $143,400/year. Department Marketing Statement:The Environmental Studies Program at UCSB was established in 1970, becoming one of the first interdisciplinary environmental programs in the United States. The program was born out of the growing environmental consciousness of the 1960s, particularly following the 1969 Santa Barbara oil spill, which, at the time, was one of the worst environmental disasters in U.S. history. This incident galvanized students and faculty to push for a program that would address environmental challenges and prepare students to become leaders in the field.

Brief Summary of Job Duties:
Under the general supervision of the Business Officer, the Financial Analyst is responsible for the overall coordination of the fiscal operations for activities of the Global Environmental Justice Project, Center for Undergraduate Environmental Leadership (CUEL), Yardi Scholars for Environmental Justice Program, The Energy Transformation Initiative, program endowments, small campus grants such as TSRA, URCA, FRAP, Honors Seminars, and Faculty Start up. Collaborates with the Business Officer to implement financial systems and procedures; monitors aforementioned budgets; prepares cost analyses and projects expenses; reviews and reports on monthly expenses and analyzes spending patterns. Oversees and processes payroll and personnel actions for student employees, limited staff, and graduate students. Provides direction and support to Faculty regarding accounting procedures and policy in areas that include purchasing, payroll, personnel, gift administration, accounts payable, and other areas as needed. Utilizes and maintains a working knowledge of campus systems including Gateway, Timekeeping, UCPath, BARC, FinHub and Flexcard. Oversee and supervise the Financial Administrator. Resolves financial issues and provides input toward maintaining efficiency and accuracy of financial transactions and operations. Processes miscellaneous reimbursements, Honoraria, Entertainment, Travel, and removal for incoming faculty. Tracks and reports financial activities in shadow financial system. Serves as a back-up for Academic Personnel coordinator in processing merit, recruitment, or personnel actions.
Required Qualifications:
- Bachelor's degree or equivalent combination of education and experience.
- Working knowledge of finance policies and practices.
- Ability to perform financial reconciliations of expenses and backup.
- Demonstrated ability using spreadsheet and database software for moderately complex financial analysis and financial reports.
- Demonstrated ability to effectively present spreadsheets to management clearly and concisely.
- Demonstrated analytical and critical thinking skills.
- Ability to work under the pressure of deadlines, and to multi-task.
Preferred Qualifications:
- 4-6 years work experience in related area and/or equivalent experience or training.
- Proficient in MS Office; cloud-based systems including DocuSign, Box, Google Docs and Drive; and the following UCSB systems: FinHub, Gateway, Concur and UCPath.

Performs financial, budget, and accounting analysis for the Environmental Studies Program (including but not limited to funds for faculty, staff, student support and services, equipment, travel, entertainment, computing, construction, and conference support). Accesses data and financial systems through Box Fileshare, FinHub, Gateway, FlexCard, Concur, UCPath among others. Researches and compiles information, prepares detailed reports and summaries of data, and updates databases and internal spreadsheets. Organizes supporting data, summarizes information and recommendations Using independent judgement and initiative, provides consultation, advice, and resolution on a wide variety of programmatic, administrative, and financial issues. Collaborates with the Business Officer and Financial team to review budgetary priorities and commitments. Provides input toward maintaining efficiency and accuracy of financial transactions and operations. Forecasts and monitors expenditures as required by Principal Investigators and Faculty. Works closely with campus offices such as Business and Financial Services, College of Letters and Science, Human Resources, Cashiers Office, Enterprise Technology Services, as well as off-campus vendors. Oversee and supervise the Financial Administrator: assigns work and assesses workload, ensures proper training, manages performance evaluation, addresses performance issues, and oversee's the management of the position including but not limited to hiring, promotion, etc.
- 20% Payroll and Personnel - Independently responsible for employment processes and payroll transactions for all limited staff, some career staff, and non-academic student appointments for the Environmental Studies Program. Responsible for payroll entries for employees. Serves as Timekeeper in the Timekeeping System. Audits biweekly and in some cases monthly timecards. Notifies employees of payroll deadlines. Processes biweekly and monthly payroll and downloads summary reports. Is responsible for conveying policy and procedural changes and updates to staff. Independently provides consultation, advice, and resolution to a wide variety of payroll and personnel issues. Serves as back up for the Business Officer in Academic Personnel matters. Using independent judgment provides review, analysis, and recommendation on matters pertaining to merits, accelerations, promotions, or appraisals. Ensures documentation is in compliance with UC policies, including but not limited to APM and the Red Binder.
- 20% Financial Services - Serves as primary subject matter expert to Faculty regarding accounting procedures and policy in areas that include purchasing, payroll, personnel, gift administration, accounts payable, and other areas as needed. Uses Gateway management system to prepare requisitions for the Environmental Studies Program and monitors requisitions throughout purchasing process. Independently processes a wide variety of orders, from simple to complex using the appropriate purchasing mechanisms including purchase orders, vendor blanket agreements and submitting of contract agreements. Initiates requests for new vendor blankets and requisition through Gateway. Locates source(s) of items, obtains prices and specifications. Contacts vendors to follow up on orders. Receives and inspects all shipments for accuracy and completeness. Prepares travel and entertainment approvals and processes reimbursement payments using Concur appropriate funding sources. Processes travel (including foreign and domestic), removal expenses, entertainment. Verifies that expenses are both allowable and approved. References fund balances prior to processing reimbursements. Works directly with faculty to answer questions about what kinds of expenses are allowable or to resolve problems related to expenses. Processes and posts transactions for the Environmental Studies Program into an accounting database including invoices, purchase orders, transfers of funds and expenses, gifts, campus recharges, cash deposits, and miscellaneous items. Processes recharges as needed. Independently researches, analyzes, and resolves issues pertaining to ineligible travel expenses, etc. Serves as primary FlexCard holder/purchaser for the Environmental Studies Program.
- 15% Financial Reporting and Controls - Audits invoices for payment by verifying accuracy and adequate approval documentation. Ensures that the appropriate controls are addressed, maintained and strengthened. In coordination with the Financial team, prepares background information and invoices for signature approval, sends to appropriate authority, and accurately records actions taken. Tracks and prepares summary expense reports for the Global Environmental Justice Project, Center for Undergraduate Environmental Leadership (CUEL), Yardi Scholars for Environmental Justice Program, The Energy Transformation Initiative, program endowments, and small campus grants such as URCA, FRAP, Honors Seminars, and Faculty Start up. Conducts budgetary analysis, financial analysis, forecasts and projections as needed by the Program. Collaborates with the Business Officer to implement financial systems and procedures. Coordinates with the Business Officer on preparing accounts for fiscal close. Maintains accurate filing system.
- 5% Event Coordination - Occasionally coordinates events throughout the year for the Environmental Studies Program including faculty recruitment visits, Manley Lecture Series, Darcy Aston Speaker Series, ES Awards and Commencement Ceremony, and other programmatic events.
