General Description:
The successful candidate will be an experienced Project/Program Manager, with expert knowledge and experience using Agile software development methods for their customers. The successful candidate will be the single point of contact to the customer for this effort and will be responsible for day-to-day project and task execution, ensuring the on-time and successful delivery of all project deliverables, leading occasional project status briefings with the customer, and performing staff performance management and development.

Duties and Responsibilities:
The successful candidate will oversee the performance of various tasks including establishing USCG governance structures, supporting the strategic goal of developing and connecting metrics directly to business outcomes, and supporting the strategic goal of continuous process improvement for the USCG. Examples of specific tasks include:

• Assisting in developing, implementing, and maintaining business performance and process management functions for organizational functionality.
• Performing process mapping of current and future-state swim-lane workflows.
• Conducting research and analysis to provide strategic, growth planning, and execution consultative guidance to position USCG organizational components.
• Assessing strategic landscapes (e.g., overarching strategic guidance, events impacting Coast Guard service delivery/service management, key stakeholder status, etc.) to define, establish, and update long-term strategic objectives.
• Assessing the effectiveness of organizational components, current state processes capabilities, work plans, business management decisions, key stakeholder engagements, and other relevant factors in meeting strategic objectives.
• Engaging and liaising with organizational stakeholders to include, but not limited to, planning, supporting, and facilitating meetings, determining how to solve those stakeholders’ problems, developing COA options and recommendations, and developing, executing, and maintaining work plans.
• Assisting in determining and defining knowledge asset metadata needed to inform and support performance / process improvement and knowledge management (such as key performance indicators, ITSM performance metrics, affected process baselines, etc.).
• Assist in conducting research, facilitating discussions, and maintaining data to support decision-making forums and executive decision aids.

Specialized Knowledge :

• Previous program management experience, preferably with the USCG (either contractor or government).
• Experience with and knowledge of Agile Software Development methodologies including SAFe.
• Proficiency with the Web, MS Office, and SharePoint.
• Expert functional and technical skills as required.

Education:

• Bachelor’s degree in information technology, management information systems, or related field.

Professional Certifications:
None are required, but a Program Management certification and/or an Agile Scrum Master certification is preferred.

Clearance:
Either currently hold or ability to complete a Tier Two, Security Risk and Background Investigation.

Experience:
5-8 years combined program management and agile experience, with some providing support to the USCG.

Citizenship Requirements:
Must be a U.S. Citizen

Skills and Abilities:

• Excellent oral and written communication in English.
• Must be able to work in a team environment with members that include personnel from other companies, Government program management and administrative personnel, and technical staff members.

Working conditions:
Remote in Washington D.C. with the requirement to periodically travel to and work at USCG HQ, 2703 Martin Luther King Jr. Ave SE, Washington D.C.
Client duty hours Monday through Friday, 8-hour workday within the hours of 0800 and 1700 ET.
Salary:
$135K-$155K
