Dean of Student Development & Enrollment

Incumbent directs the student service activities and provides leadership in the development and management of personnel, budget, programs and departments. Incumbents plan, initiate, facilitate, lead and evaluate a wide range of student engagement/development, enrollment and retention, counseling, testing, and support services and programs that contribute to student academic success. Supervise student services staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendations Provide oversight and directs the implementation of student services programs and operations: work may involve planning, coordinating, administering and evaluating programs, projects, processes, strategies, procedures, systems, and/or standards related to student development, enrollment, and support services and programs Ensure compliance with Federal, State, and local laws, regulations, codes, and/or standards Coordinates activities between multiple service areas Work to integrate and coordinate service areas, including financial aid, to create a seamless recruitment and registration process Provide guidance to promote student engagement, student life activities, and student government Prepare and administer budgets; prepares cost estimates for budget recommendations, submits justifications for budget items and monitors and controls expenditures Participate in and/or leads grant writing initiatives Prepare, review, interpret and analyze a variety of complex and multi-faceted information, data, contracts, forms, schedules, calendars, surveys, and reports; makes recommendations based on findings Direct, lead, and develop community outreach initiatives Facilitate, lead and support collaborative partnerships between the college and external service area entities to increase student enrollment and provide educational training and education opportunities Serve as a liaison to employees, students, and external organizations; represent the college and/or District at a variety of meetings, public events, training sessions, on committees, on policy- making bodies, and/or other related events Collaborate with District and college personnel to ensure efficient operation of division programs; participate in course and/or program development to ensure compliance with applicable licensing and oversight entities Performs other duties as assigned Minimum Qualifications: Master's degree in a related field to assigned area Three (3) years progressive leadership experience Preferred Qualifications: Doctorate degree Higher education experience Knowledge, Skills and Abilities: Knowledge of leadership principles Knowledge of college administration principles and practices Knowledge of curriculum development principles Knowledge of licensing and accreditation rules and regulations Knowledge of state regulating agencies Knowledge of legislative processes Knowledge of advanced principles and practices in assigned area of responsibility Knowledge of public relations principles Knowledge of budgeting principles Knowledge of grant development, administration, and management principles Knowledge of community agencies and resources Knowledge of strategic planning principles Knowledge of financial management principles Knowledge of program development and administration principles and practices at a District-wide level Knowledge of applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes Knowledge of policy and procedure development practices Skilled in monitoring and evaluating subordinates Skilled in delegating and prioritizing work Skilled in preparing reports Skilled in directing major work operations Skilled in developing and implementing college policies and procedures Skilled in directing community outreach efforts Skilled in reading, comprehending, and reviewing financial information Skilled in making program decisions based on financial considerations Skilled in interpreting and applying applicable laws, rules, and regulations Skilled in analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and making recommendations in support of goals Skilled in conducting negotiations Skilled in handling multiple tasks simultaneously Skilled in providing customer service Skilled in preparing and managing grants Skilled in managing budgets Skilled in monitoring and evaluating programs Skilled in collaborating with external agencies Skilled in utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public, and others sufficient to exchange or convey information Physical Requirements Positions in this class typically require reaching, standing, walking, keyboarding, grasping, talking, hearing, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
