Summary

The Quality Control Specialist will require travel to various job sites within the Territory of Guam. This position will provide the knowledge, skills, and experience to define, inspect, and document the daily work associated with ongoing construction or environmental projects to ensure that the work is being completed in accordance with the established minimum standards and scope of work for the project as well as develop, coordinate, and supervise the implementation and maintenance of the project’s occupational health and safety program. The QC Specialist’s role is to support the Corporate QC Program and the required Quality Control process, Quality Control Manager, Project Manager, and others who are focused on the broader aspects of the project by providing focused effort on the quality of the physical work and ensuring all minimum OSHA requirements and other applicable regulatory standards for safety and health are met.

The salary for this position is $ $74,498-$90,888/year. Please note this position is located in Guam.

Essential Duties and Responsibilities

  • Work closely with the Project Manager, Superintendent, QC Manager, and other project personnel to be a resource that readily understands the quality requirements for each definable feature of work.
  • Provide field support, conduct daily safety meetings, and serve as the advisor to on-site supervision by recognizing and mitigating hazards and/or unsafe behavior.
  • Effectively communicate the standards of care required for each definable feature of work to the various team members in the project through the use of preparatory, initial, follow-up, and other less formal meetings.
  • Draft and review project specific safety plans, procedures, and manuals; including preparation and distribution of updates. Reviews and approves subcontractor site specific safety plans.
  • In coordination with others in Project Management, review shop drawings and submittals for conformance with project drawings, specifications, and change directives.
  • Chair and document weekly site QC meetings and daily site safety meetings and provide written minutes as described in project-specific contract documents.
  • Conduct and supervise site inspections, job hazard analyses, and other evaluations to identify hazards and potential risks. Makes recommendations to managers as required and implements appropriate corrective actions.
  • Create, update, and maintain the project-specific quality control reports.
  • Verify that checklists are being used and signed off prior to the placement of concrete, steel, and other similar items of work.
  • Verify and document that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use in the project.
  • Schedule, document the results of, and maintain a log of all code and independent inspections that are required.
  • Clearly document, correct, and re-inspect all non-conformances prior to acceptance of re-work items.
  • Conduct daily inspections and periodically document the inspection process via follow up reports for specific definable features of work to verify that work is proceeding with the contract documents and the approved submittals. (Desired results come from what is inspected, not what is expected.)
  • Coordinate and document the testing and commissioning of building systems.
  • Document and distribute pre-punch lists, punch lists, and the completion of these lists.
  • Document final inspections, certificates of occupancy, and acceptance of the works and various phases thereof.
  • Maintain the project “as-built” drawings on a daily basis.
  • Stop work if necessary to resolve matters that affect safety, quality, and/or inhibit the logical progress of work.
  • Participate in regularly held meetings involving internal staff and external stake holders, such as Owners, Subcontractors, etc.
  • Promotes a culture that encourages, recognizes, and rewards safe conduct.
  • Other duties as assigned.

Minimum Qualifications

  • Bachelor’s Degree in Project Management, Construction Management, Engineering, or other relevant degree.
    • Experience can be substituted for education on a 1:1 basis.
  • One (1) year of relevant working experience.
  • A demonstrated understanding of construction means and methods associated with commercial and institutional buildings and site work related thereto.
  • A working knowledge of civil, architectural, mechanical, and electrical work.
  • High level of proficiency with spreadsheets, email, and other software used in the construction industry.
  • The ability to complete OSHA 30, 1st Aid, and CPR after the onboarding process.
  • The successful candidate must have the ability to pass USACE CQM training and receive a USACE Certificate after the onboarding process.
  • Ability to work extended field schedule as required.

Preferred Qualifications

  • Associate Safety Professional (ASP) or Certified Safety Professional (CSP)
  • Knowledge and experience of Alaksa Native cultures

Physical Demands

  • Frequent lifting, sitting, standing, stooping for prolonged periods of time, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment, and other related components.
  • Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 8 hours.
  • Frequent lifting of up to 50 pounds, such as small electrical components, equipment, and other materials.

Work Environment

  • May be indoors or outdoors, subject to confined spaces, changes in temperature, weather conditions, and noise levels.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Work Schedule: Monday – Friday, 8:00 to 5:00 or as business/operational needs dictate
