Minimum Qualifications

1) A minimum of ten (10) years of broad, extensive, and increasingly responsible experience applying business analysis and senior technical specialist expertise, or technical Project management and principles, methods, techniques, and tools to IT projects. At least four (4) years of that experience must have been as a senior Lead of one or more large or complex IT project.

2) Must be familiar with a range of digital/web services and solutions, ideally where open source and cloud technologies and various development methodologies have been applied.

3) Experience and knowledgeable on the topics of establishing and monitoring security/privacy controls in compliance to California Statewide Information Management Manual (SIMM), cloud hosted solution architecture, and performance SLA monitoring.

4) Experience with senior leadership responsibilities for at least 2 IT projects in which external users are involved.

5) Experience managing at least 1 Software as a Service (SaaS) or Platform as a Service (PaaS) implementation.

6) Must have a Bachelor’s degree.

Desired Qualification

1) A minimum of fifteen (15) years of broad, extensive, and increasingly responsible experience applying senior technical specialist expertise management and principles, methods, techniques, and tools to IT projects. At least seven (7) years of that experience must have been as a Senior Technical Lead of one or more large complex IT project. Large and complex project experience is defined as experience implementing a system that includes a public facing portal having at least one (1) million system users and a project cost of at least $15 million ($15, 000,000).

2) A minimum of five (5) year experience with various development methodologies including Agile in public sector project implementations.

Tasks & Responsibilities:

Coordinate and prioritize information around technological issues impacting the program implementation. Assist in problem solving technical challenges and help in identifying when a technical solution to a specific issue is not feasible or reasonable in the project timeframe. Tasks include:

Interact with cross-organizational subject matter experts on business requirements, system design and testing.

Review technical design specifications and other project required technical documentation.

Review technical solutions that meet business requirements and stay in line with application architecture as defined in the solution requirements and design documents.

Review technical reports, queries and data analytics developed by third party vendor.

Provide technical guidance to the Rental Assistance Program (RAP) Team.

Provide oversight in the development, administration and maintenance of User Profiles, Roles, Permission Lists, and Row level Security.

Participate in development of test scripts and testing prior to releasing new or modified functionality.

Monitor defects reported during all testing sessions and review fixes performed.

Provide support to include troubleshooting, fix and maintenance activities.

Collaborate with cross-divisional team members to resolve all levels of defects and issues.

Interface with RAP Team members to coordinate demos on application functionality and prototypes.

Attend and participate in project team meetings and provide daily and weekly updates on task progress.
