We are looking for a Civil Engineering Project Manager to oversee municipal water, wastewater, and utility infrastructure initiatives. This includes responsibilities related to piping, pumping, collection, distribution, storage, roadway, site development, and construction administration within our local community.

 

THE ROLE

The Project Manager will be responsible for guiding the design and implementation of essential municipal water infrastructure that safeguards public health, fosters sustainable development, and enhances community resilience. This position manages the entire project lifecycle—from planning, permitting, and funding support to design, bidding, and construction administration—ensuring technical excellence, adherence to regulations, and practical, feasible solutions. You will collaborate closely with clients to clarify project scope, proactively address challenges, and maintain clear, consistent communication throughout all delivery phases. Project tasks will encompass the design of roadways, site development, piping, storage, distribution, and municipal water systems.

Key responsibilities include:

• Act as the main liaison for clients, coordinating projects, building strong relationships, providing proactive client service, and ensuring alignment between project goals and outcomes.
• Organize and lead client meetings and technical presentations.
• Direct the planning, design, and execution of municipal infrastructure projects.
• Effectively communicate with stakeholders, including permitting and regulatory agencies, funders, utilities, government entities, and affected community members.
• Evaluate water/wastewater facilities for compliance with local, state, and federal standards, offering improvement alternatives as necessary.
• Create planning documents and cost estimates for required enhancements.
• Prepare plans, specifications, costs, and estimates for municipal and industrial water and wastewater facilities.
• Oversee the complete project lifecycle: scope development, budgeting, scheduling, resource allocation, risk management, and change management.
• Coordinate multidisciplinary teams to ensure timely and integrated project delivery.
• Lead bidding and construction-phase services, including bidding support, submittal reviews, field observations, payment recommendations, RFIs, and change orders as needed.
• Maintain precise project documentation, track progress, and report on financial performance.
• Provide mentorship, technical guidance, and performance feedback to Engineers-in-Training (EIs) and project team members.
• Effectively delegate tasks and support staff development through coaching, training, and design reviews.
• Uphold and promote company QA/QC standards, ensuring accuracy, consistency, and quality in project deliverables.
• Identify new opportunities, support client account growth, and assist in developing strategic pursuits.
• Contribute to proposal development, including project approach, scopes, schedules, effort levels, and interview participation.
• Utilize engineering design software for calculations, modeling, and producing project designs in accordance with specifications.

YOUR STRENGTHS

• Bachelor's degree in civil engineering or construction engineering, or an equivalent ABET-accredited engineering program
• 5+ years of progressive experience in civil engineering design and construction
• Preferred experience with municipal water projects (5+ years)
• Engineer-In-Training (EIT) professional designation required
• Professional Engineering (PE) license preferred or the ability to pursue it after hiring
• Demonstrated ability to manage scope, schedule, budget, and risk across multiple concurrent projects.
• Experience in coordinating multidisciplinary teams and collaborating with clients, contractors, and regulatory agencies.
• Proven track record of delivering projects on time, within budget, and achieving high-quality outcomes.
• Strong written and verbal communication skills for client presentations, technical reporting, and team coordination.
• Excellent problem-solving abilities, sound engineering judgment, and capacity to make informed decisions under pressure.
• Client-service orientation with the ability to establish, maintain, and enhance long-term client relationships.
• Interest in practice development, innovation, and continuous improvement.
• Valid driver's license and insurable driving record for occasional travel
