This employee coordinatespersonnel and resources in order to ensure the efficient operation of theDepartment of Public Works. Employee is required to perform all similar orrelated duties. Supervision Received:Under direct supervision of the DPW Director, working from municipalpolicies and objectives; individual establishes short- and long-rangeplans and objectives, Town performance standards and assumes directaccountability for department results. Consults with supervisor only whereclarification, interpretation, or exception to municipal policy may berequired. The employee exercises control in the development ofdepartmental policies, goals, objectives and budgets. The employee is alsoexpected to resolve all conflicts, which arise and coordinate with othersas necessary. Work is generally reviewed only for technical adequacy,appropriateness of actions or decisions, and conformance with policy orother requirements; the methods arriving at the end result is not usuallyreviewed in detail. Supervisory Responsibility:Employee has direct supervision of all subordinate full time and part timepositions as well as seasonal employees. Employee, as a regular andcontinuing part of the job, is accountable for the quality and quantity ofwork done by subordinates and assures the accomplishment of the assignedwork in the prescribed manner. Supervisory functions typically consist ofmost of the following: plans, schedules and coordinates work operations tomeet schedules, deadlines and priorities; revises work schedules to meetchanges in workload or availability of manpower; recommends and justifiesto higher levers of management changes in the organization of work, workmethods or assignment of functions to positions that may affect staffingpatterns, costs, work standards, etc; assures that completed work meetsthe required standard of quality, timeliness and cost, taking correctiveactions as necessary; oversees attendance and leave, typically includingapproval or ordinary sick and vacation schedules; advises employees orperformance requirements and prepares formal evaluations of performance;informs subordinates or organizational policies, goals and procedures; resolvesemployee complaints and effects disciplinary actions, oral warnings andreprimands. The employee is responsible for the supervision of snow andice removal contractors. Judgment:The work requires examining, analyzing and evaluating facts andcircumstances surrounding individual problems, situations, ortransactions, and determining action to be taken within the limits ofstandard or accepted practices. Guidelines may be in the form ofadministrative or organizational policies, general principles, legislationor directives that pertain to a operational area. Judgment is used inanalyzing specific situations to determine appropriate actions. Employeeis expected to weigh efficiency and relative priorities in conjunctionwith decision making. Requires understanding, interpreting and applyingcomplex federal, state and local regulations. Complexity:The work consists of the practical application of a variety of concepts,practices and specialized techniques relating to a professional ortechnical field. Assignments typically involve evaluation andinterpretation of factors, conditions or unusual circumstances;inspecting, testing, or evaluating compliance with established standardsor criteria; gathering, analyzing and evaluating facts or data usingspecialized fact finding techniques; or determining the methods toaccomplish the work. Nature and Purpose of PublicContact: Employee interacts constantlywith co-workers, the public, groups and/or individuals such as civicleaders, peers from the other organizations, representatives ofprofessional organizations, and news media. The employee serves as aspokesperson or recognized authority of the organization in matters ofsubstance or considerable importance. The employee deals with the publicand other individuals on behalf of a department to communicatedepartmental practices, procedures, regulations or guidelines. Excellentcommunication and customer service skills are required involving courtesy,tact, and diplomacy in resolving complaints or concerns of the public. Essential Functions: The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. 1. Plans, assigns, schedules, supervises and reviews the work of subordinates with regardto the construction and maintenance of streets, roads, sidewalks, trafficlights, bridges, drains, stormwater control structures and related facilities;supervises the installation of signs. Assigns,prioritizes, and tracks all work orders for Highway, Transfer Station andVehicle Maintenance.
2. Responsible for the supervision ofall employees of the Highway, Transfer Station and Vehicle Maintenance, as wellas personnel from other divisions and private contractors during emergency andsnow removal operations.
3. Responsible for street cleaningoperations, including catch basins, culverts, drains, outfalls and manholes,street sweeping and the construction and repair of bridges.
4. Orders materials and schedulestraffic details for all phases of Highway activities.
5. Plans, schedules and supervisespavement markings and the installation of traffic signs, including allinformational signs and the maintenance of all traffic and traffic lights.
6. Develops, maintains,and implements the Town’s annual andmulti-year paving plan, including assessment of roadway conditions,prioritization of projects, preparation of cost estimates, coordination withcontractors and consultants, and monitoring of paving projects throughcompletion.
7. Oversees the operation and administration of the municipal Transfer Station, includingstaffing, site operations, customer service, safety, equipment, waste andrecycling programs, regulatory compliance, vendor coordination and facilitymaintenance. Manages and monitors Transfer Station contracts and serviceagreements, including waste disposal, recycling, hauling, processing andother related services; ensures contractor performance and compliance withcontract terms.
8. Responsible for snow removal,plowing, sanding operations and operations resulting from fires, floods andother emergencies.
9. Inspects work for compliance with Town, State and Federalstandards and related contracts.
10. Reviews, verifies and approves invoices, purchase orders, service agreements, and contractor paymentrequests to ensure accuracy, proper authorization, contractualcompliance and availability of appropriated funds. Oversees vendor and contractorrelationships, includingprocurement, solicitation, contract administration, scheduling, performancemonitoring, compliance, issue resolution and evaluation of goods and servicesprovided to the DPW. Review and preparation of contracts to ensurecompliance with the Uniform Procurement Act and other laws and regulationsassociated with public procurement, including but not limited to, MGL Ch 30B,MGL Ch 149, and MGL CH 30, 39M.
11. Responsible for the preparation,submission and administration of the Highway, Transfer Station and VehicleMaintenance operational and capital budgets.
12. Monitors andadministers operating budgets for assigned divisions, forecasts expenditures,monitors revenues and expenses, identifies budgetary needs and makesrecommendations regarding staffing, equipment, materials, services and capitalexpenditures.
13. Participates in the planning, administration and utilizationof Chapter 90 funds,including project identification, prioritization, documentation, expendituretracking, reimbursement requirements and coordination with applicable stateagencies and municipal officials.
14. Coordinates vehicleand equipment maintenance operations, ensuring the timely inspection,servicing, repair, replacement and lifecycle management of municipal vehicles,heavy equipment, and related assets.
15. Plans and manages workschedules and equipment needed for the execution of Highway, Transfer Station andVehicle Maintenance projects and programs; directs activities of field crews,leads a variety of construction and maintenance projects for Town-ownedproperties, roadways and infrastructure.Assigns and instructs laborers, operators, and foremen to specifictasks; oversees proper use of equipmentand ensures environmental compliance and safety protocols are adhered to.
16. Coordinates field operations and assists in emergency Highway, Transfer Station and VehicleMaintenance repairs and in other related emergency repairs, as required. Must be available to respond toemergency issues during off duty hours by electronic communication, and inperson, at inconvenient times. Stormsand off hours issues may require a rapid response. Consultation with Fire, Police and executivemanagement level personnel may be required.
17. Communicates with the public,boards, committees, outside vendors and contractors, and maintains detailedrecords of communications and maintenance activities conducted by outsidevendors.

Knowledge,Abilities and Skill Knowledge: Knowledgeof road repair and maintenance; knowledge of technical terminology, shop androad machinery and a variety of measuring equipment; specialized knowledge,education and on the job training relative to highway operations is required Abilities: Ability tooperate specialized heavy equipment such as large trucks, graders, backhoes,loaders; ability to communicate work assignments and supervise subordinates;ability to express ideas effectively, both orally and in writing; basiccomputer skills; ability to establish and maintain effective relationships withemployees and the public; ability to program and schedule activities on a longand short-term basis; ability to express oneself clearly and concisely in oraland written form. Skill: Skilled in costestimating for budget purposes. Skilled in public relations, departmentmanagement and supervision/management of employees. 12. Work Environment:The nature of duties may involve continuous presence of unpleasant orirritating elements, such as considerable noise, odors, chemical fumes, dust,smoke, heat, cold, oil, dirt or grease. Work is continually performed outdoors,regardless of weather conditions. Work generally contains one or more constantelements of stress such as being on call for 24 hours or being under prolongedpressure during emergency situations. Mental stress is usually present in the formof being required to weigh competing and concurrent demands under deadlinepressures. Employee may be required to work beyond normal business hours toattend evening meetings or emergency situations. 13. Occupational Risk:Duties regularly present potential risk of injuries from improper exposure thatcould result in loss of time from work. Examples of injury include burns fromchemicals, steam or fire, severe muscular strains from working with extremelyheavy material, falls from heights in excess of three feet and illness fromexposure to communicable diseases. Special safety precautions, training, orprotective clothing such as gowns, coats, gloves, glasses, hats or boots may berequired. 14. Physical andMental Requirements: The physical demands described here are representative ofthose that must be met by an employee to successfully perform the essentialfunctions of this job. PhysicalDemands: Work requires moderate intermittent physical strength and effortdaily, such as, lifting heavy objects of up to 50 lbs. (or more in cases ofemergency), carrying the object(s) and stacking them or placing them in avehicle or storage area. In addition, pulling, pushing, standing, or walkingfor the full workday may also be involved. A great deal of physical effort mustbe exerted at this level. Travel, particularly during adverse weatherconditions and troublesome road conditions and at times during the evening, isrequired. 15. Duties may involveclose hand and eye coordination and physical dexterity. Manipulation and motorcontrol under conditions that may require extreme accuracy may be critical. The manual skills required are comparable to those which might be needed inoperating Class B vehicles. 16. Visual Demands:Visual demands include constantly reading documents for general understandingand for analytical purposes, routinely reviewing non-written materials such asinstrumentation for analytical purposes and with a need for color vision.
