Job Description Campus Energy, Utilities & Operations has an outstanding opportunity for an Assistant Program Manager to join their team. About this Opportunity Reporting to the Electrical Utilities Manager the Assistant Program Manager is responsible for all scheduled building system and utility outages/shutdowns and for all underground facility and utility locates for all excavation (digging) on the Seattle campus. This position is the single point-of-contact for the planning, coordination, and scheduling of building systems/utility outages, and shutdowns. Additionally, the Assistant Program Manager ensures all underground facility and utility locates are thoroughly completed. Key Responsibilities Program Management: 50%

- Manage and oversee the Seattle Campus building and utility shutdown and locate programs, including supervision of staff responsible for shutdown coordination, utility locates, radio communications, key inventory, and administrative support functions.
- Serve as the primary point of contact and University representative for scheduled utility outages, shutdowns, and utility locate coordination.
- Provide leadership and oversight for shutdown and locate activities through supervision of shop personnel, administrative staff, and contractors.
- Coordinate with maintenance, capital projects, planning groups, contractors, and campus departments to ensure safe and efficient utility shutdowns and locates with minimal disruption to University operations.
- Oversee UW facilities radio communication system and infrastructure. Ensure efficient communication via the radio system and compliance with all FCC regulations.
- Prepare and distribute campus communications, outage notifications, weekly reports, schedules, and maintain tracking systems, records, and online calendars related to Utilities operations.
- Coordinate with the "One Number" locator service, outside agencies, regulatory authorities, engineers, consultants, and campus stakeholders on daily operations and strategic initiatives.
- Develop and implement policies, procedures, and process improvements to support operational efficiency, customer service, safety, and continuous improvement within the Utilities group.
- Develop effective working relationships with other University units.
- Provided direct supervision of Communication Center personnel to include coaching and corrective action as needed.
- Other duties as assigned.
- This position manages 3 employees.
- This position performs essential services and may be required to work during any period of declared suspended operation.
- Bachelor's degree and a minimum of five years of experience in the operation, maintenance, and engineering of complex institutional or commercial facilities and/or infrastructure systems, including experience in leadership of technical employees, or equivalent experience.
- Thorough knowledge of maintenance and operations, and construction and skilled trades work.
- The ability to read and interpret electrical, mechanical, civil, and site drawings.
- Demonstrated ability to work independently, plan job logistics, organize work effectively and anticipate equipment needed for safe, successful completion of the shutdown and locates.
- Excellent verbal and written communication skills; including the ability to work closely with administrators, building occupants and construction teams in potentially stressful situations with changing priorities.
- Strong customer relations skills, including the ability to resolve conflicts and solve problems in complex and sensitive situations with diplomacy.
- Must be able to listen and learn, adapt to new technologies, be flexible when situations change, and possess the ability to work in an ambiguous environment.
- Experience working with safety regulations, building codes, environmental agency requirements, and life safety standards.
- Demonstrated initiative and ability to obtain appropriate results with minimum direction.
- Demonstrates ability to set priorities and deal effectively with interruptions and constantly changing priorities.
- Possess ability to handle stressful situations effectively.
- Skilled in communications and able to work with people in a tactful and diplomatic manner, using good judgment and exercising discretion and sensitivity.
- Demonstrated ability to perform successfully as part of a team.
- Five years of experience in site civil discipline, along with a broad overall knowledge of underground facility and utility related systems including water, electrical, steam, natural gas, fire protection, sanitary sewer and storm drain and ten years of experience in either electrical or mechanical discipline, along with a broad overall knowledge of building related systems including HVAC, temperature controls, chilled water, high pressure steam, laboratory gases, fire protection, domestic and lab water systems.
- Experience with institutional/governmental/public works projects, personnel management and leadership.
- Experience working in a complex academic and research institution, with specific experience in the operations and maintenance of academic and research institutional facilities.
- Demonstrated leadership abilities, effective management skills, and the ability to work effectively in a large, diverse, complex and diversified organization.
- Specialized knowledge of the University and the maintenance and operations units.
- Experience inputting and access information within a GIS database system.
- Experience with utility locating equipment such as the Metrotech vLoc-9800.
- Must be able to operate a University vehicle and travel to worksites across Seattle Campus for routine locate or shutdown activities.
- Must have a valid Washington State Driver's License.
- Must be able to work outside normal and regular business/office hours and working days to fulfill responsibilities of this position and be available for call-back to respond to emergencies 24 hours a day, 7 days a week.
- Must be able to work outdoors under all weather conditions.
- Must be able to work in electrical/mechanical spaces, including utility tunnels, confined spaces, and around excavating operating equipment.
- Must always maintain a professional appearance.
- Must be able to work in a non-smoking environment.
- Regular and predictable attendance is required
