Project EngineerAs a key member of the Project Management team, the Project Engineer is responsible for the management and coordination of all technical aspects of new power generation capital projects. This role ensures that engineering is aligned with corporate goals and is complete, accurate and constructible for all elements of a project's scope. The Project Engineer oversees contractor's engineering performance and coordinates all contractor and owner's engineering interfaces in addition to ensuring projects are completed according to project construction drawings and in accordance with project specifications, quality, and performance requirements. This position is responsible for coordinating efforts of cross-functional teams and building effective relationships with key internal/external stakeholders, including contractors. The Project Engineer is required to work directly with the Project Manager and Project Controls Specialist to ensure process alignment and compliance.The Project Engineer is responsible for promoting safe behavior, in accordance with Company expectations, and adherence to the safety rules on the project. They identify engineered safety controls and hazard removal during engineering design and coach to safe practices in the field. They support/lead cross-functional teams consisting of internal Subject Matter Experts, Owners Engineers, EPC Contractors, and Technical Consultants from development of EPC contract through Permitting, Engineering, Construction, Commissioning and Closeout. They ensure documentation of engineering and construction quality is adequately captured to support audit and prudency review. They support/lead Owner team in writing official Records of Decision to capture prudency of major project decisions. They act as Contract Manager for various engineering and construction contracts outside of the EPC, including Owner's Engineer.The Project Engineer performs/manages the review of engineering design to assure compliance with the contract, permits, codes, and utility standards while ensuring design supports the strategic, operational and maintenance goals of the project. They coordinate with the Project Manager in following the Project Delivery System and ensuring requirements are met and producing associated deliverables. They participate in contractor/vendor selection process with a specific goal of assessing engineering experience, competencies, and capability. They support/lead technical open book engineering process with contractors during development of major projects and apply value engineering concepts to ensure projects are competitive. They assist Contractor and Vendors during design and construction to resolve technical queries, and interfaces.The Project Engineer assures that all firms solicited to provide engineering services are duly licensed in the state of the project. They assure Project compliance with NERC and Security Standards. They ensure all documents generated on the project are stored in designated repository at closeout. They support/lead/follow change management process for any potential design changes. They participate in the equipment inspection activities as agreed with the Contractor. They support/lead Owner review and signoff of System Turnover packages from Construction to Start-up and from EPC to Owner. They support commissioning and ensure performance, reliability and emissions testing are completed per contract.Minimum education required of the position is a Bachelor of Science degree in Engineering. Advanced degree preferred. Minimum experience required of the position is 6+ years of applicable and progressive professional experience, preferably in engineering design, construction or operation of power systems. Desired: Fossil (gas) plant experience, preferably in the combined cycle (CCGT) technology and/or construction. Minimum knowledge, skills and abilities required of the position include excellent technical writing and verbal communication skills with strong computer skills and proficiency in Microsoft Office 360. Strong interpersonal skills and leadership behaviors. Expert knowledge of engineering fundamentals within at least one discipline (civil/mechanical/electrical/controls/chemical/construction) Advanced knowledge of the practical application of engineering science and technology to power generation. This includes applying principles, techniques, procedures, and equipment to the design of electrical power generating facilities. Knowledge of materials, methods, and the tools involved in the construction or repair of power generation facilities and associated QA/QC protocol. Knowledge of permits required for construction and operation of power generation facilities. Experience with reviewing, executing, and managing large EPC contracts. Advanced critical thinking skills and capability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Adept in complex problem solving; able to identify complex problems and review related information to develop and evaluate options and implement solutions. Desired: Professional Engineer license and PMP certification.
