Close Date: 09/07/2026 Primary Purpose:
Under the general direction of the Director of Campus Services, the Campus Services Project Manager is responsible for the administration, planning, development, coordination, implementation, and oversight of capital improvement, facility, infrastructure, and strategic planning projects. This position performs work directly related to the management and general operations of the College and exercises independent judgment and discretion in the evaluation, development, coordination, and implementation of projects that impact institutional objectives.

- Under the guidance of the supervisor, leads assigned projects and stakeholder teams through planning, prioritization, coordination, and implementation, exercising discretion in determining work methods, sequencing activities, and resolving routine project-related issues. Holds the stakeholder team accountable for meeting deadlines, delivering quality work products and a thorough and complete project plan. Holds the team accountable for delivering the project within budget.
- Leads the development, organization, design, and budget for the delivery of projects. Provides oversight ensuring financial and schedule controls are in place and monitored.
- Exercises independent judgment in evaluating project alternatives, identifying risks and opportunities in a timely manner, resolving project-related issues, and recommending solutions to the Director of Campus Services.
- Assists professional architects, engineers, consultants, and contractors in all varieties of projects.
- Establishes and maintains project schedules, accurate project files, and contractual materials for contractors, architects, engineers, and testing agencies.
- Prepares and maintains reports of critical project milestones such as, but not limited to, those for inspections, mandatory reports, target deadlines, and contract payments.
- Reviews contractor pay applications for accuracy and alignment with project status, and files required reports and documentation for regulatory, Community Development, and grant compliance.
- Assists with and may lead procurement activities, including developing solicitations, RFPs, and RFQs; administering bids; evaluating proposals; negotiating contracts; coordinating with College stakeholders and officials; and managing contract modifications in accordance with Oregon public procurement laws and College policies.
- Leads project risk assessment and mitigation efforts to minimize impacts on scope, schedule, and budget.
- Serves as Owner's Representative, advocating for and safeguarding the interests of Campus Services and COCC stakeholders throughout project execution.
- Project Closeout: Prepares project files for archiving, updates building plans, and ensures warranty documentation is complete, organized, and readily accessible.
- Serves as a strategic partner alongside the Campus Services Director to College leadership and represents Campus Services on committees, task forces, and planning groups. Provides leadership and coordination among stakeholders to achieve institutional objectives.
- Performs other essential functions as assigned that support the College, the Campus Services Department, and the overall objective of the position.
Knowledge, Skills, and Abilities:

- Knowledge of Oregon public contracting and procurement requirements, contract administration, bid processes, and applicable federal, state, and local codes and regulations.
- Ability to ensure compliance with ADA codes and building ordinances pertinent to facilities, planning, design, construction, and maintenance.
- Knowledge of public-sector budgeting, public funding sources, grant administration requirements, capital planning, project bids, contract language, regulatory procedures and fiscal/budget accountability practices.
- Knowledge of office practices, procedures and equipment and demonstrated skill with computer-aided software and applications including common office productivity suites, spreadsheets, and specialized project management and flowcharting software.
- Exceptional professional communication skills including proper English usage, grammar, spelling, punctuation, and proofreading and formatting techniques to prepare accurate correspondence and reports.
- Current comprehensive math skills to compute sums, averages, ratios, percentages, and trends.
- Ability to independently manage multiple complex projects, priorities, deadlines, and competing stakeholder interests with minimal supervision.
- Ability to exercise sound independent judgment, discretion, and decision-making on matters of organizational significance while working in a highly collaborative environment.
- Leads project risk assessment and mitigation efforts to minimize impacts on scope, schedule and budget.
- Thorough knowledge and ability to demonstrate project management principles, construction administration, facilities planning, engineering and architectural project processes, and capital project delivery methods including key milestones, and performance standards.
- Ability to develop, implement, and maintain comprehensive project records management systems, including accessible archives for project, contract, procurement, regulatory, technical, and closeout documentation, in compliance with College policies, public records requirements, and applicable regulatory standards
- Ability to facilitate meetings, build consensus, negotiate solutions, and lead collaborative decision-making processes and maintain cooperative professional working relationships in a diverse environment.
Minimum Requirements:
Education:
Bachelor's degree in facilities or construction management, business administration, engineering or a related field.
Qualifications:
Project Management Professional ( PMP ) Certification (added)
Experience:
Four (4) years of experience in project management, including public-sector work, construction or trade-related projects, contract administration, and facilities management.
License:
Valid Oregon Driver's license or ability to obtain one in 30 days from employment in order to drive Campus Fleet vehicles as required by the position functions.

Education:
Master's degree in business, facilities, construction management, or a related field
Experience:
Experience in a higher education setting.
