Job Overview Position: Police Officer Department: Police Location: 115 E. 3rd Street Reports To: Chief of Police Position Details Full-Time Number of Hours Worked per Week: 42 Non-Exempt General Description Under general supervision of assigned supervisory personnel, performs a wide variety of duties involving the enforcement of laws and ordinances and the prevention of crimes; controls traffic flow and enforces state and local traffic regulations; issues citations; participates in and conducts a variety of criminal investigations; makes arrests; provides support and assistance to special crime prevention and law enforcement programs; and performs a variety of technical and administrative tasks in support of law enforcement services and activities. Essential Job Functions Patrol designated areas of the Village in car, by foot, or other means, preserving law and order, discovering and preventing commissions of crimes, and enforcing traffic and other laws and ordinances; protect real and personal property, conduct security checks of premises; maintain awareness of wanted suspects, stolen vehicles, missing persons, traffic violators and crimes in progress; issue warnings and citations. Respond to calls for the protection of life and property, enforcement of laws and ordinances, general public service calls, and complaints; investigate complaints and take appropriate action, which may include the use of deadly or nondeadly force; exercise sound judgment under adverse, stressful conditions. Conduct investigations at scenes of incidents, determine what, if any, crime has been committed; identify, collect, preserve, process, and book evidence; locate and interview victims and witnesses; identify and interrogate suspects. Work in partnership with the State's Attorney's Office to obtain and file criminal complaints on arrested subjects. Prepare and serve search and arrest warrants; apprehend and arrest offenders for crimes committed under federal, state, and local laws; control and mitigate individuals under the influence of drugs or alcohol or other potentially hostile situations. Serve as liaison and public relations officer to the public; establish and preserve good relationships; answer questions concerning local and state laws; make presentations before public groups to promote crime prevention activities. Contact and cooperate with other law enforcement agencies; may respond to requests for assistance from outside agencies for mutual aid. Participate in continuous training to enhance law enforcement skills: firearms proficiency, defensive driving, apprehension and arrest techniques, investigative skills, and general law enforcement skills. Perform a variety of administrative duties; attend meetings; maintain and calibrate specialized equipment. Initiate and complete reports, legal documents, and paperwork; prepare activity, operation, arrest, and unusual incident reports; prepare investigative reports and case information. Testify in courts and at hearings; prepare and present case evidence; respond to mandatory court calls during irregular hours. Direct traffic at fires, special events, and other emergency situations; provide traffic and crowd control; provide security at Village Board meetings and other functions. Enforce parking regulations; issue citations; tow vehicles in violation of codes. When assigned as a Field Training Officer, train new recruits and lateral police officers; document trainee progress; serve as acting field supervisor. When assigned as School Resource Officer, serve as law enforcement officer, counselor, and instructor; investigate crimes within school property; provide information to staff, parents, and students; make group presentations; attend committee meetings; maintain program statistics and reports. When assigned to traffic, patrol assigned areas; perform full range of traffic enforcement duties; use radar; issue citations and warnings; investigate traffic accidents. When assigned as a detective, may serve on a taskforce including major crime or public integrity; gather knowledge about individuals or groups; coordinate multi-jurisdictional intelligence gathering and suppression operations. Receive, review, and analyze reports and case information on law enforcement activities requiring special investigations. Coordinate and conduct detailed investigations of crimes involving juveniles and adults, including child and elder abuse, homicides, rape, assault, vice, gaming, and narcotics; follow cases from reporting to prosecution. Contact, interview, and interrogate victims, complainants, witnesses, suspects; obtain statements, documents, and evidence. Collect, preserve, maintain, and book evidence and recovered property involved with suspected crimes. Hold stakeouts, perform undercover activities, conduct surveillance, and other observation assignments. Prepare investigative reports and case information; recommend disposition of cases; discuss recommendations with legal authorities. Review information and evidence for presentation in court cases; testify concerning evidence gathered during investigation. Remain on‑call during stipulated periods to respond to incidents requiring major investigative follow‐up and criminal identification work. Perform related duties as required or established by the Chief of Police. Education & Training Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: high school education or its equivalent; successfully obtained from an accredited junior college or university, 48 completed credit hours in a semester system or 60 credit hours in a quarter or trimester system, and achieved a "C" grade point average or higher. Knowledge & Experience Some work experience as an Illinois peace officer or other work experience that demonstrates a general aptitude for police work. Other requirements are described within the Rules and Regulations of the East Dundee Board of Police Commissioners. Skills & Abilities Applicants shall be under 41 years of age at the time of application unless exempt; applicants must be 20 years of age when filing application. Effective verbal and written communication skills. Licenses & Certifications Must be a citizen of the United States. Possession of an appropriate, valid Illinois driver's license. Qualify for or possess an Illinois Law Enforcement Training and Standards Board certification. Possession of or ability to obtain CPR, First Aid, and ILETSB mandated training to maintain law enforcement certification. Working Conditions Work environment: reactive emergency, natural or man‑made disaster, routine peace‑keeping environments with travel from site to site. Employee exposed to weather conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold and heat, risk of electrical shock, radiation, vibration, potentially hostile environments, and extensive public contact. Noise level usually moderate but may be very loud due to sirens and firearm training. Incumbent required to work various shifts, including evenings and weekends, and may travel outside Village boundaries for meetings. Deals effectively with morbid, macabre, repugnant, abnormal, and otherwise unpleasant aspects of human behavior. Physical demand: required physical ability to work in law enforcement and office settings; restrain or subdue individuals; walk, stand, sit, or run for prolonged periods; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, or carry light to moderate weights; frequently lift or move moderate to heavy weights; operate office equipment; use computer keyboard; operate vehicle; use specialized law enforcement tools and equipment including guns and handcuffs. Vision: normal visual range with or without correction. Hearing: normal audio range with or without correction. Shift / Hours Worked Based on seniority and priority of the Village. At minimum, a candidate must successfully complete a background investigation, drug & alcohol screening, physical, and psychological evaluation.
