Project Manager – Federal Construction

Location: El Paso, TX
Compensation: $120,000 – $150,000 annually
Employment Type: Full-Time

Position Overview

We are seeking an experienced Project Manager with a strong background in federal construction projects to oversee multiple construction projects from preconstruction through completion. The ideal candidate will have proven experience working on federal contracts , managing government clients and stakeholders, and delivering projects in the $3M–$20M range .

This position requires a strong understanding of federal construction requirements, contract administration, project scheduling, cost control, safety compliance, and subcontractor management. Candidates should be comfortable working within the requirements of U.S. government construction contracts and EM 385-1-1 safety standards .

Key Responsibilities

• Manage multiple federal construction projects simultaneously from project kickoff through final completion.
• Serve as the primary project management point of contact for federal clients, government representatives, subcontractors, vendors, and internal teams.
• Develop and maintain project schedules, budgets, procurement plans, and resource plans.
• Manage projects ranging from $3M–$20M , ensuring projects remain on schedule and within budget.
• Review and administer federal contracts, subcontracts, change orders, RFIs, submittals, pay applications, and other project documentation.
• Coordinate closely with federal government agencies, contracting officers, inspectors, and other government stakeholders .
• Monitor project progress, identify potential delays or cost impacts, and implement corrective actions.
• Manage subcontractors and suppliers to ensure compliance with contract requirements, specifications, schedules, and quality standards.
• Identify, evaluate, and mitigate project risks throughout the project lifecycle.
• Ensure compliance with federal construction requirements, applicable regulations, contract specifications, and EM 385-1-1 .
• Work closely with the safety team to maintain a safe jobsite and ensure all required safety documentation and procedures are followed.
• Prepare and present project status reports, financial updates, schedules, and performance metrics to senior management and clients.
• Lead project meetings and maintain clear communication among all project stakeholders.
• Coach and provide leadership to project teams, engineers, superintendents, subcontractors, and other project personnel.
• Support estimating, proposal, preconstruction, and business development efforts as needed.
• Ensure projects are properly documented through closeout, commissioning, punch list completion, and final turnover.

Qualifications

• Bachelor’s degree in Construction Management, Engineering, or a related field preferred.
• 7+ years of construction project management experience.
• Minimum of 3 years of experience managing federal construction projects or federal programs.
• Proven experience working directly with federal government clients, contracting officers, and government representatives.
• Experience managing $3M–$20M construction projects.
• Strong understanding of federal construction contracts, specifications, contract administration, and government project requirements.
• Experience with EM 385-1-1 and federal construction safety requirements.
• Strong knowledge of construction methods, materials, scheduling, budgeting, and cost control.
• Demonstrated ability to manage multiple projects and competing priorities.
• Strong leadership, communication, negotiation, and problem-solving skills.
• Proficiency with project management software such as MS Project, Primavera P6, Procore, and Bluebeam .
• OSHA 30 certification required.
• EM 385 certification required.
• CPR certification required.
• PMP or PgMP certification preferred.

Ideal Candidate

The ideal candidate is a seasoned construction professional who has built their career managing federal construction projects and understands the unique requirements associated with government contracts. Candidates with experience on U.S. Army Corps of Engineers (USACE), Department of Defense (DoD), GSA, VA, or other federal agency projects are strongly preferred.

This role is best suited for someone who can independently manage the financial, contractual, scheduling, safety, and operational aspects of federal construction projects while maintaining strong relationships with government clients and project stakeholders.
