Program Planning and Scheduling Analyst

Overview General Atomics Aeronautical Systems, Inc. Responsibilities Provides senior Planning & Scheduling leadership within the Planning and Scheduling group in Poway, CA. Develops, implements, and applies planning, statusing, and analysis procedures for program schedules with varying contract types, sizes, and complexity. Leads technical, financial, and management staff to plan, baseline, status, and control contract activity and deliverables. Acts as technical expert, responds to inquiries, identifies issues, and guides the development of innovative solutions to unusually complex programmatic scheduling challenges. Makes internal and external presentations and may represent the company as the primary schedule contact. Provides direction to support staff and less experienced professional staff. May be assigned to program leadership. Follows industry best practices for developing and maintaining logically linked horizontally and vertically integrated network Integrated Master Schedules (IMS) implementing critical path methodology (CPM), and performing schedule health assessments. Prepares, develops, and coordinates updates and changes to the program schedules/IMS to meet all program objectives. Performs schedule risk assessments and communicates and mitigates program risk using results. Maintains and validates rigorous cost-schedule integration and implementation of Earned Value Guidelines. Coordinates with the program team to assign resources to activities in the program schedule, establish a baseline that reflects the work required, update remaining work (Estimate To Complete) on a recurring basis, and perform annual comprehensive ETC. Utilizes the company standard structure for cost tool import and analysis and ensures WBS alignment with charge structure. Ensures the networked IMS includes all internal and external dependencies and deliverables. Independently prepares for and presents at Integrated Baseline Reviews (IBRs) and other forums. Actively contributes to the growth, knowledge sharing, training and development of the department. Uses Gantt, PERT, milestone charts, earned value management and other integrated program management techniques to measure progress and identify performance variances, enabling focus and intervention on critical and high-risk areas. Collaborates with CAMs and major subcontractors to incorporate giver/receiver activity interface into the prime integrated master schedule. Provides schedule analysis across multiple high-priority programs and supports senior management. Prepares written analysis of Integrated Program Management Report (IPMR) IMS CDRL narratives with detailed explanations and analysis. Viewed as a subject matter expert (SME) who can lead, guide, and train others on scheduling best practices and process improvement. Conducts schedule peer reviews to ensure compliance with contract requirements, company procedures, and industry best practices. Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Maintains a productive and safe working environment in accordance with established operating procedures and practices. Qualifications Typically requires education or formal training equivalent to the completion of a bachelor’s degree in business administration or a related discipline, along with eight or more years of related experience. May substitute equivalent experience in lieu of education. Proficient in Microsoft Project, Project Server or other related program scheduling tools; preferred. Eight years of experience utilizing earned value methodology, performing DCMA 14-point analysis, and Schedule Risk Assessments; preferred. Experience with IBRs and DCMA JSRs; preferred. Demonstrates the ability to understand scheduling, planning and statusing procedures, and manufacturing systems in a development and production environment. Understanding of scheduling concepts and practices for multiple contract types: FFP, FPI, FPLOE, T&M, CPAF, CPFF, and hybrid contracts. Understanding of GAAP and FAR. Communication and representation: able to write, interpret and explain programmatic issues; proficient with Microsoft Office applications including Excel, PowerPoint, Outlook and Project. Must be able to work extended hours and travel as required. Salary range: 98,100 - 171,398 #J-18808-Ljbffr
