Highway Project Manager

Overview The Highway Project Manager leads complex transportation projects from initiation through completion, managing scope, schedule, and budget while ensuring high-quality technical delivery. This role coordinates multidisciplinary teams, maintains client relationships, and supports business development and strategic growth initiatives. Key Responsibilities Manage highway and transportation projects end-to-end, ensuring alignment with scope, schedule, and budget. Develop and execute project management plans, including QA/QC processes. Create and maintain project schedules, tracking milestones and progress. Coordinate internal teams and subconsultants to deliver quality outcomes. Monitor project performance, identify risks, and implement mitigation strategies. Manage change orders, task proposals, and project documentation. Communicate project status, risks, and updates to stakeholders. Prepare and present project progress reports, including financial and schedule updates. Review invoices for accuracy and support timely billing. Lead client meetings and presentations, clearly communicating technical approaches and next steps. Build and maintain strong client relationships while aligning delivery with client goals. Participate in financial tracking, forecasting, and internal reporting. Support proposals, marketing efforts, and business development initiatives. Contribute to strategic growth planning with leadership. Apply engineering expertise to support design decisions and quality control. Ensure compliance with applicable standards, regulations, and internal procedures. Required Qualifications Bachelor’s degree in Civil Engineering (ABET-accredited) or related field. Texas Professional Engineer (PE) license. 10+ years of highway or transportation engineering and project management experience. Proven experience managing scope, schedule, and budget on complex projects. Strong leadership and team coordination skills. Excellent written and verbal communication skills. Proficiency in Microsoft Office (Word, Excel, PowerPoint). Strong organizational and multitasking abilities. Preferred Qualifications PMP or CAPM certification. Experience with Texas public-sector or transportation clients. Proposal development and interview preparation experience. QA/QC process development experience. Experience in strategic growth and business development. Strong presentation skills with the ability to convey technical concepts clearly.
