Inventory Management Specialist

Summary This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s). Qualifications Time‑In‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date of this announcement. For a GS‑7 position you must have served 52 weeks at the GS‑5. For a GS‑9 position you must have served 52 weeks at the GS‑7. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year, it may not clearly demonstrate you possess one‑year time‑in‑grade as required by the announcement. In this instance you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade. Time‑In‑Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants may qualify based on experience, education, or a combination: GS‑7 Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS‑5 in the normal line of progression for the occupation in the organization. Examples of specialized experience include managing a variety of expendable items and durable medical equipment; forecasting short and long‑range inventory needs; analyzing inventory management reports and the effectiveness of various options proposed to provide supply support; utilizing automated inventory management systems to maintain current inventory data; researching and analyzing information to resolve questions and issues; and implementing federal and agency programs for the return and reutilization of medical supplies. GS‑7 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education that demonstrates the required knowledge, skills, and abilities or superior academic achievement. Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum is fully qualifying. Applicants who wish to apply under SAA must submit proof that they meet one of the criteria listed, such as class standing, GPA 3.0 or higher, or membership in a national honor society. GS‑7 Combination: Applicants may combine education and experience. You must have an equivalent combination of successfully completed graduate level education and specialized experience directly related to the work of the position. GS‑9 Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS‑7. Examples include managing expendable items and durable medical equipment, developing acquisition strategies for durable medical equipment, implementing federal programs for the return and reutilization of medical supplies, utilizing best practices to evaluate supply system performance, and coordinating material support. GS‑9 Education: Applicants may substitute a master’s degree or equivalent graduate degree, or 2 full years of progressively higher‑level graduate education leading to such a degree, or an LL.B/J.D. related to the position. GS‑9 Combination: Applicants may combine education and experience. The combination must meet the requirements outlined above. Competencies for this position include Communication; Contracting/Procurement; Planning and Evaluating; Problem Solving; Technical Competence; Technology Application. Experience refers to paid and unpaid experience, including volunteer work through National Service programs such as Peace Corps and AmeriCorps. Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities and the number of hours per week spent in that employment. Physical Requirements: Involves a mix of office environments and warehouse work to process new equipment receipts and enter data into the EIL. Requires walking, climbing stairs, and on‑site inventories. Lifting up to 40 pounds may be required when receiving new equipment and preparing the sale of excess property. Work conditions are often indoor but can occasionally be dirty, hot, humid, or unusually cold when conducting inventory audits, disposal of equipment, and transfer between locations. For more information on these qualification standards visit Duties Major duties and responsibilities include: Inventory Management and Control – responsible for the management and control of an assigned class of expendable material. Serve as the point of contact for coordination of material support and resolution of logistics problems. Conduct forecasting and quantitative analysis. Conduct spot checks. Comply with special requirements for firearms, ammunition, and sensitive equipment. Returns – Recalls – and Reutilization: Implement federal and agency programs for the return and reutilization of medical supplies. Coordinate disposal of surplus or excess supplies. Make emergent procurement decisions. Participate in the root cause analysis process. Perform other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 07:30-16:00 Monday-Friday. This is not a virtual position.
