Manager of Recruitment and Class and Compensation/HR Analyst III

Job Title

A vacancy exists in the Department of Public Works and Transportation, General Administration.

Examples Of Duties

Job Purpose Under the direction of Chief of Human Resources-DPWT, administers the departments Labor and Employee Relations program in accordance with Federal and State laws and applicable County rules and policies and assists with oversight of the daily functions performed. Coordinates activities with the work of other agencies within the County. Prepares and presents reports of activities. Interprets and ensures compliance with applicable human resources laws, rules, regulations, policies and procedures, and memoranda of understanding (union contract). Serves as an employee relations specialist to DPWT, providing complete and accurate advice and information to employees, supervisors, and managers on a wide range of human resources policies and practices. Assists departments in the interpretation and application of human resources laws, rules, regulations, policies and procedures, and memoranda of understanding.

  • Establishes, administers, and updates standard operating procedures (SOP) to implement policies, and to ensure consistency of human resources administration activities.
  • Provides lead administration, approvals and training on County's recruitment and talent acquisition system (NEOGOV).
  • Conducts research and studies, and prepares recommendations to assist in recruitment and talent acquisition policy development.
  • Interprets and ensures compliance with applicable human resources laws, rules, regulations, policies and procedures, and memorandum of understanding.
  • Oversees departmental employment background process and verification for new hires, promotions, transfers or employment status changes.
  • Creates and oversees recruitment and retention activities with County departments and other private and public organizations.
  • Researches and responds to inquiries, writes and edits correspondence, schedules interviews and meetings, etc.
  • Oversees the compensation incentive programs, including the bonus award program and requests for Meritorious Increases.
  • Reviews to ensure compliance with C&C regulations and processes the requests.
  • Reviews position descriptions,
  • Drafts new and revised class specifications. Participates in high-level classification and compensation surveys.
  • Conducts research and studies, and prepares recommendations to the DPWT-Chief of HR.
  • Establishes and recommends procedures to implement divisional policies and best practices.
  • Participates in long-range division planning.
  • Draft correspondence and other types of reports or documents.
  • Performs related work as assigned.
Examples Of Other Duties
  • Provides advice to agency management regarding employee misconduct and disciplinary actions.
  • Testifies at grievance hearings.
  • Schedules and conducts consultation meetings between the County and the Union, researching the issue(s), seeking resolution(s) of union concerns when appropriate, and represents and protects management rights, as necessary.
  • Conducts research on various labor relations or human resources issues
  • Assists with analyzing employee and labor relations documents.
  • Assists with identifying areas of compliance vulnerability, anticipates and mitigates potential compliance risks and challenges.
  • Performs other related duties as required.

Qualifications

Required Qualifications Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, or psychology Plus Four years' professional experience in human resources administration. (Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in human resources administration, business or public administration, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.) Must hold and maintain a current HR Certification through HR professional organizations including but not limited to, Society of Human Resources Management (SHRM), Human Capital Institute (HCI) and The Public Sector HR Association (PSHRA). If a strong candidate (as determined by the Department Head and Director of Human Resources) does not have a current HR certification, but does possess a Human Resources degree, they may still be considered with the understanding that an HR certification must be obtained within 6 months. Proof of Licenses, Certifications and Education Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Physical And Environmental Conditions The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites. Employment Background Investigation Applicants selected for an appointment to a position in Baltimore County must successfully an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.

Salary Annual Salary Review - Step increases may be granted on anniversary date based on satisfactory job performance General Increases - Cost of living increases and adjustments may be granted as legislated. Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County. Employee Assistance Program Our Employee Assistance Program provides confidential and professional assessment and referral assistance for employees and eligible dependents in the household who are experiencing personal problems that may be affecting work performance, job satisfaction, or overall quality of life. Health Insurance Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include: Medical, Prescription, Dental and Vision insurance. Flexible Spending Accounts Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs. Life Insurance Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000. Retirement Employees are required to participate in the Baltimore County Employees' Retirement System (ERS), with very limited exceptions.
