Minimum Qualifications The Hawaii State Department of Education requires a Bachelor’s Degree for all teaching, librarian, or counselor positions, except for designated Career and Technology Education (CTE) roles. Licensing Requirements Upon hire you must possess a valid Hawaii teaching license or an Emergency Hire Permit. If hired without a license, you have up to 3 years to obtain one and must enroll in a Hawaii Teacher Education Program to continue employment. Each year of employment you must demonstrate active pursuit toward meeting Hawaii licensing requirements set forth by the Hawaii Teacher Standards Board (HTSB).
