Job Location: Taxpayer Services Division 1600 W Monroe St. Phoenix, AZ 85007 Posting Details: Salary: $55,000 Grade: 22 Closing Date: 8/28/2026 Job Summary: The Centrally Valued Property Appraiser, Senior conducts the most complex appraisals of all centrally valued properties (CVP) (e.g., electric generation, transmission, distribution, renewable energy properties, mines, railroads, pipelines, telecommunications properties, airline flight property, among others), utilizing methods and techniques that comply with Arizona Revised Statutes, standard appraisal methods/techniques, and guidelines and rules of the Arizona Department of Revenue, to produce equitable valuations and uniform allocations of those values for property tax purposes. This role may be called upon as an expert witness to review, discuss, and defend values in informal taxpayer conferences, before both judicial and administrative bodies and formally represent valuations on behalf of the Department and the State. This position also serves as subject matter experts for the team providing training and guidance to more junior team members. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Job Duties: Serves as a senior most appraiser on the Centrally Valued Property team to include: Providing subject-matter expertise to the team across all centrally valued property appraisal types Supports team performance as the first point of escalation for matters of technical knowledge, customer issues, and all other CVP related matters Actively contributes to new hire and ongoing job training of other appraisers on the team May serve as back-up to manager, as needed or assigned Contributes towards a positive team culture by modeling the ADOR’s core values Property Appraisals Determines the full cash value for centrally valued properties as assigned to include: Performs annual appraisals of centrally valued property, as assigned Prepares, creates, and facilitates appraisal exhibits and presentations for workshops, roundtable discussions, and classes to county assessor personnel Representing Valuations Prepares reports and presents the Department's position in taxpayer's conferences. Prepares and provides testimony at the Board of Equalization and in the Superior Court. Data Integrity/Custodian of Records Notifies taxpayers of annexations periodically throughout the year and ensures up-to-date CVP/CCIS (Centralized County Information System) database land files and cost records. Works within the CCIS to ensure up-to-date tax area codes Reporting Reviews and revises annual reports forms for assigned centrally valued properties (e.g., research taxpayer's inquiries, prepare management reports as needed, participate in appraisal of property which may include assigned valuation as needed by the District, etc.) Prepares special reports, monitors litigation and works with attorneys and expert witnesses on lawsuits Agency/Department Compliance & Continuous Improvement Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership in industry associations and attendance at meetings/events; and or participation in training and other continuing education opportunities. Actively contributes to team and individual effectiveness through the following: - Attends staff meetings and huddle meetings of work unit or district; and may cascade and track information as indicated May complete periodic metrics, projects, huddle boards and reports as requested Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned. Knowledge, Skills & Abilities (KSAs): Knowledge Working knowledge of federal laws, the Arizona Constitution, Arizona Revised Statutes, Administrative rules and tax court cases pertaining to property tax Working knowledge of accepted ad valorem appraisal principles, techniques, and practices Working knowledge of principles accounting. financial theory, and standard appraisal methods of property valuation Skill Strong verbal, written, and listening communication skills Strong mathematical skills to include addition, subtraction, multiplication, division, average, percentage, simple and compound interest, gross yield, capitalization rates, and depreciated costs Effective interpersonal skills and demeanor Effective presentation and public speaking skills Effective organization and time management skills with the ability to make progress on multiple duties and tasks simultaneously and work in high-pressure situations Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Outlook, Access, Word and Excel, PowerPoint; and in the use of Google Suite applications such as Gmail, Sheets, Docs, and Drive. Skill in utilizing Artificial Intelligence Systems Ability Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification, and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety Ability to train and guide team members and contribute to a positive team culture and environment Ability to develop exhibit packages for review and presentation Ability to analyze collected income, expense, and sales data and to develop capitalization rates from this data for all types of income producing property. Ability to create and facilitate presentations for workshops, roundtable discussions, and classes to county assessor personnel Ability to design and demonstrate how data is captured, how property is appraised, and how the values are allocated amongst the counties Ability to travel and operate a vehicle to attend workshops, roundtable discussions, and classes Ability to create, measure, monitor, and analyze metrics for standard processes. Ability to work both independently and collaboratively as part of a team Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner Ability to learn and apply lean principles and practices Ability to understand and solve problems by applying intermediate analytical skills to include collecting all the relevant information and data needed to address the problem.
